I have heard "stream" mentioned several times with this site: are there stream credits with this site or is the banker asking for stream credit? Did the development of this site, and/or any potential or perceived stream credits depend upon the restoration of river herring? A statement mentioned in the attached letter states that the presence of beaver, otter, fish, and macroinvertabrate habitat "suggest the potential success of reintroduction of river herring" This is incorrect, it suggest the potential success of beaver, otter, fish, and macroinvertabrates. The culverts at US 64 are a fully submerged double set of pipes, and day-lighting has been shown to be an important factor in river herring passage. Therefore it is unreasonable to assume the success of river herring without the remediation of that set of structures as well as others on the site. Did the success of any component of this site depend upon improving aquatic passage more specifically improving the hydraulic structures. In a recent meeting with NCDOT on the US 64 project we have mentioned the need to improve the hydraulic structure to promote aquatic passage specifically river herring. This was discussed in relation to the bank and the fact that there are no impeding structures from US 64 to the Little Alligator River. Although I have not had the opportunity to discuss specific design options with DOT it appears it may be possible to place the new structures on the opposite side of the access road, therefore removing the need to improve the structures conveying the canal under the access road. 1 of 3 4/9/2009 5:05 PM Re: April 14 NC-IRT Meeting / Great Dismal Swamp Bank Agenda ...
