On December 14, 2017, at your request and in yetem ndance, Robb Maim, NCOMaien of Water RummA(NCDWR)
staff, conducted an onsite deRfminalion to determine the ephemereNntermidenl EA) points of streams, as well the
presence ora senclofstreams at the proposed Coastal Plantation Phased, site. TLe enclosed drawing dated revised
Number 15, 2017 depicts the Ell points and whether a feature has been determined to be a sham or not. This
drawing has been stinal and is valid for 5 years.
This onsite determination shall expire live (5)years (man the date of this letter. Landowners or other affected
partes that dispute a determination made by DWR or a delegated Local Authority may request a determination
by the Director. An appeal request must be made within sixty (60) calendar days of the date of this letter or
from the date the affected party(including downstream andlor adjacent owners) Is notified of this letter. A
request for determination by the Cluster shall be referred to the Director In writing do Karen Hlgglns, DWR
4018 Buffer Parmltting Unit, 1617 Mall Center, Raleigh, N6 27699-0817.
This determination is final and binding unless you ask for a hearing within 60 days.
