Based on records reviewed, on-site evaluation and interviews with staff, the system was determined to be in compliance with permit NC0005088. An inspection report is attached for your records with findings summarized. The system and its components appear to be well maintained and operated. NC0005088 111 121 18/04/24 1 17 18 ICI Section D: Summary of Finding/Comments (Attach additional sheets of narrative and checklists as necessary) Tim Heim and Ted Campbell of the Asheville Regional Office performed a Compliance Evaluation Inspection of the facility on April 27, 2018. Steve Hodges and Mike Disch of Duke Energy were present at the time of the inspection. (Mr. Disch will be taking over Mr. Hodges responsibilities at the Rogers Complex as Mr. Hodges moves to a more regional role.) Duke staff stated that Mr. David Bridges is now ORC and Crystal Robertson is BORC. Mr. David Barnhardt should be listed as the responsible official. This will be verified as updated in the BIMS Database. This facility includes three Grade II biological "package plants" that process domestic waste from plant restrooms and discharge via internal outfalls to a physical -chemical (PC) WWTP, which in turn discharges via NPDES Permit NC0005088. At the time of the inspection, the facility was in the process of constructing a new physical -chemical WWTP that will replace the existing Ash Pond for treatment and discharge of all internal waste streams. The new PC WWTP will discharge via Outfall 005. At the time of the inspection, two of the package plants ("Unit 6 Admin" and "FGD 6 Domestic") were active and appeared well maintained and operated. The third package plant VY was being operated under a pump and haul system due to an outage on the adjacent generation equipment. Waste from the pump and haul operation was being trucked to the Cliffside WWTP for disposal. All groundwater monitoring and reporting required by NPDES Permit NC0005088 appeared to be in compliance at the time of the inspection. Seepage at the facility is being addressed under a Special Order of Consent (EMC SOC WQ S17-009) which will expire on or before June 30, 2022. The facility appeared to be in compliance with Permit NC0005088. Comment: The facility is complex and was undergoing several major construction projects at the time of the inspection, however it appeared to be well maintained and organized and in compliance with Permit NC0005088. Facility staff were highly knowledgeable about plant wastewater operations and the changes the construction projects would implement.
