Alcoa is in receipt of your letter dated March 26, 2009 concerning the'permit fee for the Narrow's
Cove Remediation 401 Water Quality Certification. Enclosed you will find a check for the
certification fee. In addition, Alcoa is confirming by this letter of our interest in'obtaining a quality
certification for this remediation project. As you know, Alcoa enter into an Administrative
Agreement for State directed Remedial Actions (N.C.G.S. 130A-310.9(b)) to implement the
approved Narrows Remediation Work Plan. Ms. Cheryl Marks Division of Waste Management
Superfund Section is supervising Alcoa's work efforts. Ms. Marks can be contacted at 919-508-
8465 if you have any questions concerning the remediation work plan.

On March 26, 2009 the Division of Water Quality (DWQ). received your application dated March
17, 2009 for the above referenced project. This project has been placed on hold until we receive the
requested item/s. Please provide the following so that we may continue to review your project.
Additional Information Requested:
1. Activities meeting any one (1) of the following criteria require written approval (and fee) for a 401
Water Quality Certification for the Division of Water Quality for Certification No. 3696 (NW38):
"any proposed fill or modification of wetland or waters, including streams." Please remit $240.
Please contact the DWQ within three weeks of the date of this letter to verify that you have received
this letter and that you remain interested in continuing to pursue permitting of your project and will be
providing the DWQ the requested information at a later date. Please contact this office in writing. If we
do not hear from you within three weeks, we will assume that you no longer want to .pursue'this project
and we will consider the project as returned.
This letter only addresses the application review and does not authorize any impacts to wetlands, waters
or protected buffers. Please be aware that any impacts requested within your application are not authorized
(at this time) by the DWQ. Please call Mr. Ian McMillan or me at 919-733-1786 if you have any questions
regarding or would like to set up a meeting to discuss this matter.

o To find the location nearest you, please visit the Resources area of CampusShip and select UPS
Locations.
Customers with a Daily Pickup
o Your driver will pickup your shipment(s) as usual.
