Stream impact No. S3 crosses the creek at an angle less than 75 degrees in order to avoid conflict with the existing 15" sanitary sewer line on the east side of Brushy Fork Creek and connect to the proposed Wash Water Equalization Basin on the west side of the creek. The structures associated with stream impacs S1 and S2 are essential for the water treatment plant improvements but were designed to minimize stream impacts as much as possible. 1 b. Spent filter backwash water and filter-to-waste is treated in a wash water equalization basin and wash water clarifier and discharged to the unnamed tributary at the Plant Outlet Structure in accordance with the NPDES permit. Thomas Water Treatment Plant I have reviewed and approve the plans for the above referenced project. The site is located off Martin Luther King Jr. Blvd near the intersection with Reynolds Park Road. The projects consists of demolishing the old water treatment plant and re-building a new one on the same site. The engineer has submitted a report along with the plans that indicates that the changes in impervious area are minor and thus only a minor increase in stormwater runoff. Based on his report I am waiving any need for stormwater management at this facility. Please note that this correspondence relates to the stormwater management study only and does not relieve the developer from conformance with any site plan requirements or conditions. Upon classification of the facility by the Certification Conunission, the Permittee shall oy a certified wastewater treatment plant operator to be in responsible charge (ORC) of the ,water treatment facilities. The operator must hold a certificate of the type and grade at equivalent to or greater than the classification assigned to the wastewater treatment ties by the Certification Commission. The Permittee must also employ a certified back-up operator of the appropriate type and to comply with the conditions of T15A:8G.0202. The ORC of the facility must visit each I facility at least weekly and each Class II, III and IV facility at least daily, excluding ,nds and holidays, must properly manage the facility, must document daily operation and °nance of the facility, and must comply with all other conditions of T1 5A: 8G.0202. A copy of the approved plans and specifications shall be maintained on file by the ee for the life of the facility.
