SIC 2821— Manufacture plastic materials and resins. Monitoring — The facility has been monitoring for TSS, Oil and Grease, BOD, COD, TP, TN, Ethylene Glycol, MBAS, Cobalt and pH. Previous permit did have tier system. o Data reviewed from 2009 through 2017. A few parameters did show exceedances over this time period and these values will be retained in the permit monitoring. o Oil and Grease, TP, TN, Ethylene Glycol and MBAS were consistently below the benchmark values and have been removed from the permit. o Parameters remaining in permit — TSS, BOD, COD and pH o Tier structure adjusted to have the three levels as in current permits. o Parameter codes added to permit. • Discussed site issues with facility contact —Jason Greenwood. Since the last permit there have only been minor changes. They have added production involving titanium (7ppm) and this is the only new material. Process only involves one run a year for approximately 5 days. Site has two detention ponds. One pond drains into the second and most site drainage goes through both. Some drainage along storage rail track goes to the second pond only. In discussing the problems they were having with benchmarks he indicated they felt some of the issues were with the lab. I forwarded them the link to the DWR list of certified labs. • Facility drains to a UT to Back creek in the Yadkin Pee -Dee River Basin, a class WS -11; HOW stream. 2014 Assessment Report 13-2-3-3-(0.3) shows no impairment of concern for this facility in this area. • NC National Heritage review — Report shows no record of species of concern. • WSRO — Draft permit and related information sent to the region for comment by email on 3/20/18. Sue White in WSRO conducted site visit on 3/28/18 and submitted comments through email that same day. They are okay with changes and the facility was in compliance. Sue noted that they were having problems with TSS but she felt this was more from the way they were taking their samples. They were collecting from the bottom of the outlet pipe. She has advised that they make some adjustments to the riser in the pond and install a "v" notch weir at the outlet for proper sampling.
