Block 18:
can be removed with a Cat 320 trackhoe. The riprap will be used to build a gabion wall
and stabilize the upstream bank as described next.
2. Stabilize the upstream bank at the ramp, Sheets C5 and C6. A gabion wall will be built
that is approximately 166' long (maximum length depending on actual conditions
encountered) to stop the erosion from the upstream bank. A leveling course of riprap
(obtained from the causeway) will be placed (approximately 4 CY) and a 1.5' foundation
layer of riprap will be installed. The gabion wall will have a 3'X3' first tier anchored as
shown on Section B-B Sheet C5, and a 1.5'X3' second tier. The top of the gabion wall is
at the MHW elevation of 6' to give boaters a safe place to land their boats at various
water levels. The earth bank will be protected by a geo-tech fabric with riprap and #57
stone filling any voids. This wall will allow the surcharge that is currently above the
upstream slope to be removed and the slope will be permanently protected with a
concrete articulated mat similar to a Contech product. Grass will be grown in the open
areas of the slope protection. Slope protection will be above MHW.
3. Increase the width of the ramp. The ramp will be increased from the current 2-lane 23'
to a 3-lane 42'. A push slab will be poured above water level and allowed to achieve its
7- day strength. The lower part of the ramp will be removed and graded to a constant
slope that will reduce the length of the ramp slightly. Concrete fill material will be more
than offset by excavation and removal of material. See accounting Sheet C 1.
Once the push slab is pushed into the river, traditional forming and concrete placement
will be used for the balance of the ramp.
4. Provide a floating dock section for boaters from approximately the months of April
through July. An 8'x8'x2' permanent concrete abutment will be built at elevation 15 in
the cove area. A series of NCWRC standard 8'x20' docks will be attached so that 2 dock
sections will be in the water at the FERC low water level of 3'. The first 2 sections of
dock will be supported by a temporary supports to hold the dock to a maximum slope of
14%.

allowed the Wildlife Commission to cover the failing bank with a geotextile and place
approximately 80 tons of riprap against the bank to hold it in place. All work was done
above MHW. The constant scour of the river is undermining the bank and the temporary
repair will fail. Cracks at the top of the bank (see Sheet C3) show where the next failure
will happen. This will dump approximately 50 more CY into the Roanoke River and
make the boatramp unusable. The gabion wall will allow the area that has washed in the
past to be reclaimed. It will also allow the overburden that is the cause of concern to be
removed and the bank from the ramp to the top of the gabion wall can be graded to a 20%
slope and covered with a permanent slope protection. The 20% slope will have the added
benefit of allowing boaters to safely walk to their boats and it will allow more boats to be
docked at the bank thereby reducing waiting times for trailer retrieval.
2. Boulder removal. There are 2 large boulders near the base of the ramp. When water
levels are from 5.5' to 7.5' the boulders are underwater and not readily discernable. The
Wildlife Commission gets complaints every year from boaters that have ruined props or
worse on these boulders. They are also in the downstream current from the ramp so that
an underpowered boat or stalled boat is pushed into them. The construction of the gabion
wall will give us the fill material needed to construct a temporary causeway to remove
the boulders. It will also allow the widening of the boatramp to move upstream thus
reducing the amount of fill required to widen the ramp. The boulders are approximately
16 CY and the material will be removed from the site.
3. Widening the existing ramp from 23' to 42'. Weldon has long been a center for striper
game fishing. From the months of March to June, it has not been uncommon for anglers
to have a 2 hour or longer wait to launch their boats and a similar wait to retrieve their
boats. Widening the ramp will allow the queue to be reduced thereby saving fuel and
reducing pollution of the water (2 stroke engines). In conjunction with the ramp
widening, the traffic patterns will be altered to reduce the wait to the ramp. More parking
will be added. All of the traffic work will be approximately 18' above MHW and will be
much less than 1 acre disturbed.
4. The purpose of this temporary dock is to give people an additional place to dock their
boat while loading or unloading it. The sidewalk to the temporary dock is redesigned to
it is ADA compatible. This means that it is mainly within the slope required by ADA
guidelines but does not have the flat resting areas. Existing conditions make the flat areas
not practical.
Work on these items will be scheduled to start in September of 2009 and completed by
March of 2010.
Mitigation:
The NCWRC has done many things in an attempt to minimize the impact of this project.
We have looked at a minimum of 4 alternate sites in the past 5 years for a new boat ramp
that would take pressure off the existing ramp at Weldon. This information is attached in
Appendix B.
In the design of this project, a relocation of the ramp was considered. Adjusting the ramp
angle would place the ramp further into the river plus making this adjustment would
require more fill. Moving the ramp to the north would require more fill and place the end
of the ramp farther into the river. See photo in Appendix C.
The design incorporates a retaining wall that limits the amount of fill required plus the
wall will stop bank erosion, the main purpose of this request. The wall is drafted onto a
photo in Appendix D.
The design incorporates the removal of several boulders from the river which have been a
negative impact on navigation. See Appendix E.
The NCWRC considers this project a conservation project rather than a development
project. The wall will stop bank erosion and limit the amount of fill required. The ramp
widening, along with traffic changes, will limit queue times thus saving fuel and reducing
emissions.

Reference your application of October 8, 1990, for Department of the Army
authorization to extend an existing concrete boat ramp 20 feet beyond the low
water level at your Weldon Access Area located on the Roanoke River near
Weldon, Halifax County, North Carolina. The fill required for the 20 foot
extension was calculated by you to be 10.3 cubic yards. However, during a
telephone conversation with Mr. Ramon M. Sundquist of my staff on October 16,
1990, you agreed to reduce the length of the ramp to 18 feet, therefore
reducing the needed fill for the project to less than 10 cubic yards.
For the purposes of the Corps of Engineers' Regulatory Program, Title 33,
Code of Federal Regulations (CFR), Part 330, published in the Federal Register
on November 13, 1986, lists nationwide permits. Authorization was provided
for discharges of dredged or fill material into all waters of the United
States other than wetlands that do not exceed ten cubic yards as part of a
single and complete project provided the material is not placed for the
purpose of stream diversion.
Your work is authorized by nationwide permit provided it is accomplished
in strict accordance with the enclosed conditions. The nationwide permit does
not relieve you of the responsibility to obtain any required State or local
approval. It is noted that you have received a Water Quality Certification,
dated November 7, 1990, from the State of North Carolina, Department of
Environment, Health, and Natural Resources, Division of Environmental
Management.
This verification will be valid until the nationwide permit is modified,
reissued, or revoked. All nationwide permits are scheduled to be modified,
reissued, or revoked prior to January 13, 1992. It is incumbent upon you to
remain informed of changes to the nationwide permits. We will issue a public
notice announcing changes when they occur. Furthermore, if you commence or
are under contract to commence this activity before the date the nationwide
permit is modified or revoked, you will have 12 months from the date of the
modification or revocation to complete the activity under the present terms
and conditions of this nationwide permit.

Permit Conditions:
General Conditions:
1. The time Limit for completing the work authorized ends on December 31, 2011 If you find that you need more
time to complete the authorized activity, submit your request for a time extension to this office for consideration at least
one month before the above date is reached.
2. You must maintain the activity authorized by this permit in good condition and in conformance with the terms
and conditions of this permit. You are not relieved of this requirement if you abandon the permitted activity, although
you may make a good faith transfer to a third party in compliance with General Conditions 4 below. Should you wish
to cease to maintain the authorized activity or should you desire to abandon it without a good faith transfer, you must
obtain a modification of this permit from this office, which may require restoration of the area.
3. If you discover any previously unknown historic or archeological remains while accomplishing the activity
authorized by this permit, you must immediately notify this office of what you have found. We will initiate the Federal
and state coordination required to determine if the remains warrant a recovery effort or if the site eligible for listing in
the National Register of Historic Places.

3. Limits of Federal Liability. In issuing this permit, the Federal Government does not assume any liability for the

a. Damages to the permitted project or uses thereof as a result of other permitted or unpermitted activities or from
natural causes.
b. Damages to the permitted project or uses thereof as a result of current or future activities undertaken by or on
behalf of the United states in the public interest.
c. Damages to persons, property, or to other permitted or unpermitted activities or structures caused by the activity
authorized by this permit.
d. Design or construction deficiencies associated with the permitted work.

4. Reliance on Applicant's Data: The determination of this office that issuance of this permit is not contrary to the public interest was mad in reliance
on the information you provided.
5. Reevaluation of Permit Decision. This office may reevaluate its decision on this permit at any time the circumstances
warrant. Circumstances that could require a reevaluation include, but are not limited to, the following:
a. You fail to comply with the terms and conditions of this permit.
b. The information provided by you in support of your permit application proves to have been false, incomplete, or
inaccurate (see 4 above).
c. Significant new information surfaces which this office did not consider in reaching the original public interest
decision.
Such a reevaluation may result in a determination that it is appropriate to use the suspension, modification, and
revocation procedures contained in 33 CFR 325.7 or enforcement procedures such as those contained in 33CFR 326.4
and 326.5. The referenced enforcement procedures provide for the issuance of an administrative order requiring you to
comply with the terms and conditions of your permit and for the initiation of legal action where appropriate. You will
be required to pay for any corrective measures ordered by this office, and if you fail to comply with such directive, this
office may in certain situations (such as those specified in 33 CFR 209.170) accomplish the corrective measure by
contract or otherwise and bill you for the cost.
6. Extensions. General condition 1 establishes a time limit for the completion of the activity authorized by this permit.
Unless there are circumstances requiring either a prompt completion of the authorized activity or a reevaluation of the
public interest decision, the Corps will normally give favorable consideration to a request for an extension of this time
limit.

within or otherwise 20 feet of streams for the purpose of constructing a dock at the subject property, as
described within your application dated August 23, 2004 andreceived by the N.C. Division of Water
Quality (DWQ) on September 8, 2004. After reviewing your a plication, we have decided that the
impacts are covered by General Water Quality Certification N er(s) 3402 (GC3402). The
Certification(s)allows you to use Nationwide Permit(s) 18 en issued by the US Army Corps of
Engineers (USACE). In addition, you should obtain or otherwise-,comply with any other required federal,
state or local permits before you go ahead with your project including (but not limited to) Erosion and
Sediment Control, and Non-discharge regulations. Also, this approval to proceed with your proposed
