PROJECT DESCRIPTION The project is located off Causeway Drive, adjacent to the Atlantic Intracoastal Waterway (AIWW), just southeast of the Ocean Isle Beach Bridge in Ocean Isle Beach, Brunswick County. To find the project site, travel south on US Highway 17 to Ocean Isle Beach Road SW. Turn left onto Ocean Isle Beach Road SW and travel approximately 4 miles to the Ocean Isle Beach high rise bridge. The subject property is located underneath and immediately adjacent to the Ocean Isle Beach high-rise bridge on the island. The entire property consists of a 3.6-acre tract located within the planning jurisdiction of Ocean Isle Beach. The tract averages approximately 6' above normal high water (NHW). The site currently functions as a public boat ramp facility. Two concrete boat ramps are located in the center of the AIWW shoreline at the site. A gravel parking area occupies the high ground portion of the site, with a total impervious area of approximately 63,064 square feet (46,321 square feet of which is within the Estuarine Shoreline Area of Environmental Concern). Coastal wetlands are present, consisting primarily of a fringe of Salt Marsh Cordgrass (Spartina alterniflora) along the shoreline east and west of the boat ramps. The parcel is not serviced by water or sewer. State permit #56-03 was issued to the NC Wildlife Resources Commission on April 21, 2003 for the installation of the boat ramps, floating dock, bulkhead and parking lot. It was later modified in September 2003 to allow for reconfiguration of the boat ramp and floating dock. The permit expired December 31, 2006. The waters of the AIWW, adjacent to the project site, are classified as SA by the North Carolina Division of Water Quality. They are designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries and they are closed to the harvest of shellfish. PROPOSED PROJECT The applicant is proposing to expand and pave the existing gravel parking lot area and install a new stormwater system. The work would result in the disturbance of approximately 1.62 acres (70,531 square feet) of high ground (see Sheet 2 of 16). The existing gravel access road which leads to the boat ramp and the existing single car parking areas located on the western portion of the site are to be paved however, no expansion of this area is proposed. As proposed, the existing 300' in length by 82' in width trailer parking area is to be expanded eastward an additional 43', resulting in the entire parking area measuring approximately 300' in length by 125' in width. This entire area is also to be paved. This expansion will result in 28 additional vehicle with trailer spaces each measuring approximately 40' in length by 10' in width and 1 ADA (handicap) vehicle with trailer space measuring approximately 40' in length by 12' in width (see Sheets 3 & 4 of 16). As proposed, all areas to be paved would consist of a 6" layer of ABC rock covered with 3" of asphalt (see Sheet 4 of 16). This would result in approximately 40.5% (or 63,064 square feet) of the 3.6 acre parcel covered by impervious surface of which approximately 27% (or 12,530 square feet) would be located within the 75' Estuarine Shoreline Area of Environmental Concern (AEC). As proposed, the parking area expansion would be located over the previously permitted infiltration basin. Therefore, the stormwater runoff, as proposed, would be redirected to three (3) new stormwater basins (all located landward of the 30' buffer). Adjacent to each basin will be a level spreader and vegetative filter (see Sheets 3 & 5-16 of 16). The application states that a Stormwater application was submitted to the NC Div. Of Water Quality on March 18, 2009. The applicant is also proposing to install a new split rail fence along the eastern perimeter of the parking lot expansion area. ANTICIPATED IMPACTS The expansion and paving of the parking areas and new stormwater system would result in approximately 1.62 acres of high ground disturbance of which, approximately 1.4 acres (63,064 square feet) will be impervious surface coverage including approximately 0.29 acres (or 12,530 square feet) located within the 75' AEC. This would result in approximately 40.5% impervious surface coverage of which, approximately 27% would be located within the 75'AEC, none of which will be located within the 30' buffer. Regulatory approval was obtained to build a launch area, access road, and parking. Permits Number SW8 020715 and Major Permit Number 56-03 were issued by the Division of Water Quality and the Division of Coastal Management respectively. The access area was constructed on NCDOT right of way adjacent to and under the NC 904 high rise bridge. Approval for use of the NCDOT right of way was granted via an encroachment agreement (see Exhibit C). The project was designed to utilize the property available with clear title at the time of construction. It was anticipated that the parking for trailer and vehicle combinations would not be adequate to meet the public need. However, during the initial planning clear title could not be obtained for the property along the eastern edge which lies between the NCDOT right of way and the canal running along the eastern side of Causeway Drive. Based on conversations with the Department of Administration, it would be a complicated process to obtain a clear title if clear title could be obtained at all. However, shortly after completion of the project, a request was submitted to the Department of Administration to initiate the process to obtain clear title to the property east of the NCDOT right of way. On May 19, 2006 a memorandum was issued by the Department of Administration allocating the property on Causeway Drive to the NC Wildlife Resources Commission (See Exhibit D). The project was then placed in the queue of projects for design and permitting. Existing Ramp Access and Single Car Parking: As previously permitted the access area was divided into areas separated by a segmented concrete block retaining wall and connected by an access road on the southern end of the project. The western portion included a ramp access road, launch ramps, single car parking, and an infiltration basin. There will be no changes to the layout of the western portion of the existing access area. The only improvements to this portion of the project will be to prepare the existing gravel base and pave the access road and single car parking. This activity will not increase the amount of impervious surface, the amount of impervious surface within the AEC, nor the quantity of stormwater runoff directed to the previously permitted western infiltration basin. Proposed Expansion: The original design that was approved and subsequently constructed, anticipated the addition of parking to the eastern side of the vehicle with trailer parking. As a result the travel isle that serviced the original parking will be used to service the proposed parking expansion also and will enable the effective doubling of the area available to park vehicle and trailer combinations. The new design increases the width of the access isle by five feet to accommodate the larger vehicles and trailers utilizing the access area. This results in a parking lot layout with a 45' access isle and 40' parking spaces on each side (see Proposed Conditions Plan Sheet 2). This will require basic grading and earth work -1- Project Narrative OIB Parking Expansion 3/19/09 to complete. Once the grading is complete it is proposed that the existing gravel vehicle with trailer parking and the expanded vehicle with trailer parking be paved. However, the proposed parking expansion is located on a previously permitted infiltration basin. For this reason, the stormwater runoff will have to be redirected to newly constructed flow splitter boxes, infiltration basins, and vegetative filters. The impervious area previously directed to the infiltration basin east of the vehicle and trailer parking along with the proposed additional impervious parking area will be directed to three (3) new stormwater treatment systems. As stated above the stormwater runoff will be redirected to three new treatment systems. Each of these systems will include: a flow splitter box, 12" Corrugated Aluminum Pipe, rock forebay, engineered channel, level spreader, and 50' vegetative filter. The area at the entrance will require a drop inlet to collect the stormwater and direct it to a system containing the elements described above.
