In response to your comment letter dated March 31, 2009 we offer the following
responses:
Comment 1 - See enclosed plans detailing the inventory of Impervious surface area.
This is shown for all areas that exceed 24%. Wet Detention Ponds 2 & 13 are provided
for these areas.
Comment 2 - See enclosed plans detailing the inventory of Impervious surface areas by
providing a typical layout of home, out building, drive and walk ways that would be
typical for a residence on a lot of this nature. When the final plat is complete, a note will
be provided for each lot limiting the BUA allowed as approved by your office.
Comment 3 - These areas in question will remain open areas as required by the City of
Archdale. The final plat will provide documentation as approved by your office to limit
any future built upon area in these common areas.
Comment 4 - As requested, the Wet Detention Basin Supplement Forms including the
Design Summary and Required Items Checklist is included for your review for Ponds 2
& 13.

Re: Section 401 Water Quality Certification application
Dear Mr. Diamond:
On February 24, 2009, the North Carolina Division of Water Quality (Division) received your additional information in
regards to your application for a 401 General Water Quality Certification. Additional information is again required in
order that we may determine your project's compliance with 15A NCAC 2H.0500. The Division will require this
information in order to process your application to impact protected wetlands and/or streams on the subject property.
Therefore, we will place this project on hold as incomplete until we receive this additional information, and if we do not
receive the additional information requested below, we will have to move toward denial of your application as required by
15A NCAC 2H .0506. Please provide the following information so that we may continue to review your project.
1. For Basins 1, 4, 6, 7 and 8, please provide a detailed inventory of imperviousness surfaces. The inventory should
include ALL proposed building footprints, roads, driveways, sidewalks, gravel-surfaced areas, amenity areas, etc.
A Stormwater Management Plan (SMP) must a provided for any drainage areas that exceed 24 percent
imperviousness. Per NCAC 2B 15A: 02H.1000, a "drainage area" is defined as "the entire area contributing
surface runoff to a single point."
2. For any drainage areas that are between 222 and 24 percent impervious, please provide draft deed restriction
language that will limit lot imperviousness such that low density conditions are permanently maintained. In that
case, you will be required to denote the impervious surface limit on each plat as a condition of your 401
Certification.
3. For Basins 3, 9, 10, 11 and 12, please explain the current and future uses of the areas that are not currently platted
in lots. The impervious surface calculations for these basins are currently based on these areas remaining as open
space permanently. If these undesignated areas are to be permanently protected as open space (with no additional
impervious surfaces to be added in the future), then please provide documentation of that intent.

Items Checklist), as well as all of the required items. The Wet Detention Basin Supplement Forms are available

Please respond in writing within 30 calendar days of the date of this letter by sending a copy of this information to Sue
Homewood at the address on this letterhead, and a copy to Ian McMillan N. C. Division of Water Quality, Wetlands/401
Certification Unit, 1650 Mail Service Center, Raleigh, NC 27699-1650. If you will not be able to provide the requested
information within that timeframe, please provide written confirmation that you intend to provide the requested
information, and include a specific timetable delineating when the requested materials will be provided. If we do not hear
from you in 30 calendar days, we will assume that you no longer want to pursue this project and we will consider the
project as returned.
This letter only addresses the application review and does not authorize any impacts to wetlands, waters or protected
buffers. Please be aware that any impacts requested within your application are not authorized (at this time) by the
