location, and/or may be affected by your proposed project

The species list generated pursuant to the information you provided identifies threatened,
endangered, proposed and candidate species, as well as proposed and final designated critical
habitat, that may occur within the boundaiy of your proposed project and/or niay be affected by
your proposed project. The species list fiilfills the requii-ements of the U.S. Fish and Wildlife
Service (Service) under section 7(c) of the Endangered Species Act (Act) of 1973, as amended
(16 U.S.C. 1531 et seq.).
New infonnation based on updated surveys, changes in the abLindance and distribution of
species, changed habitat conditions, or other factors could change this list. Please feel free to
contact us if you need inore cui�ent infonl�ation or assistance regarding tlie potential i�llpacts to
federally proposed, listed, and candidate species and federally designated and proposed critical
habitat. Please note that under 50 CFR 402.12(e) of the regulations impleinenting section 7 of the
Act, the accuracy of this species list should be verified after 90 days. This verification can be
completed fon�ally or informally as desiied. The Service reco�lends that verification be
completed by visiting the ECOS-IPaC website at regular intervals durulg project planning and
iir�plementation for updates to species lists and information. An updated list may be requested
tluough the ECOS-IPaC systein by completing the same process Lised to receive the enclosed list.
Section 7 of the Act requues that all federal agencies (or their designated non-federal
representative), in consultatioii with the Service, insure that aiiy action federally authorized,
funded, or carried out by such agencies is not lilcely to jeopardize the continued existence of any
federally-listed endangered or threatened species. A biological assessment or evaluatioil may be
prepared to fiilfill that requirement and in detennuung whether additional consultation with the
Service is necessary. In addition to the federally-protected species list, information on the

species' life histories and habitats and information on completing a biological assessment or
evaluation and can be found on our web page at http://www.fws.gov/raleigh. Please check the
web site often for updated information or changes
If your project contains suitable habitat for any of the federally-listed species known to be
present within the county where your project occurs, the proposed action has the potential to
adversely affect those species. As such, we recommend that surveys be conducted to determine
the species' presence or absence within the project area. The use of North Carolina Natural
Heritage program data should not be substituted for actual field surveys.

If you determine that the proposed action may affect (i.e., likely to adversely affect or not likely
to adversely affect) a federally-protected species, you should notify this office with your
determination, the results of your surveys, survey methodologies, and an analysis of the effects
of the action on listed species, including consideration of direct, indirect, and cumulative effects,
before conducting any activities that might affect the species. If you determine that the proposed
action will have no effect (i.e., no beneficial or adverse, direct or indirect effect) on federally
listed species, then you are not required to contact our office for concurrence (unless an
Environmental Impact Statement is prepared). However, you should maintain a complete record
of the assessment, including steps leading to your determination of effect, the qualified personnel
conducting the assessment, habitat conditions, site photographs, and any other related articles.
Please be aware that bald and golden eagles are protected under the Bald and Golden Eagle
Protection Act (16 U.S.C. 668 et seq.), and projects affecting these species may require
development of an eagle conservation plan (http://www.fws.gov/windenergy/
eagle_guidance.html). Additionally, wind energy projects should follow the wind energy
guidelines (http://www.fws.gov/windenergy/) for minimizing impacts to migratory birds and
bats.

Not all Threatened and Endangered Species that occur in North Carolina are subject to section 7
consultation with the U.S Fish and Wildlife Service. Atlantic and shortnose sturgeon, sea
turtles,when in the water, and certain marine mammals are under purview of the National Marine
Fisheries Service. If your project occurs in marine, estuarine, or coastal river systems you should
also contact the National Marine Fisheries Service, http://www.nmfs.noaa.gov/
We appreciate your concern for threatened and endangered species. The Service encourages
Federal agencies to include conservation of threatened and endangered species into their project
planning to further the purposes of the Act. Please include the Consultation Tracking Number in
the header of this letter with any request for consultation or correspondence about your project

requirement for Federal agencies to "request of the Secretary of the Interior information whether
any species which is listed or proposed to be listed may be present in the area of a proposed
action".

Project Name: Clearing RSA Violations and Replacing 04 MALSR at Rocky Mount-
Wilson Regional Airport

Project Description: Construction to start July 2, 2018
At the Runway 22 End
- 1001139, RWI LOC: A new concrete pad for the 14-element array would
be installed approximately 318 feet northeast of the existing localizer
array, outside of the RSA. A 5-foot concrete walkway would be
constructed around the localizer array concrete pad. The existing localizer
shelter would be replaced with a 16-foot by 10-foot shelter and relocated
approximately 323 feet north of the existing location, outside of the RSA.
A 50-foot by 60-foot gravel maintenance and parking area would be
installed around the localizer shelter. A new aircraft-rated handhole would
be installed at the antenna array and at the new localizer shelter. The
existing pad transformer would be relocated along with a new meter rack
adjacent to the new shelter. The existing foundations for the antenna,
shelter and transformer would be demolished, the area graded, and
restored with sod. Approximately 340 feet of trenching would be
excavated for power and control cables from the handhole at the localizer
array to the new handhole at the localizer shelter. A new 12-foot wide
access road would be constructed from Taxiway A, continuing behind the
localizer antenna and then to the new localizer shelter connecting to an
existing access road on the east side of the runway. The first 300 feet of
the access road from Taxiway A would be paved while the rest would be
gravel. A 12-inch culvert approximately 20 feet long would be installed to
convey an existing drainage channel under the new access road.
At the Runway 04 End
-1001141, RWI MALSR: The existing (EMT) mounted light bar at station
2+10 would be replaced with a new light bar and aircraft-rated handhole.
The existing light fixtures, towers, and foundations would be replaced at
stations 4 through 24 with new light station foundations within the same
footprint of the existing light stations. New Low Impact Resistant (LIR)
poles would be installed at each station with MG-20 foundation at stations

4 through 10 and MG-30 foundations installed at stations 12 through 24.
The foundation bases would be on frangible bolts. Concrete maintenance
areas would be installed around stations 4 through 10 and gravel
maintenance areas would be installed around stations 12 through 24. A
new duct bank system along with new aircraft-rated handholes and
underground junction cans would be installed at stations 4 through 10.
New underground handholes and junction cans would be installed at
stations 12 and 14. New underground handholes and flasher junction
boxes and Individual Control Cabinet (ICC) boxes would be installed at
stations 16 through 24. At stations 12 through 24 a 4-foot wide gravel
walkway would be installed from the existing gravel access road to each
gravel maintenance area. Portable maintenance stands would be provided
at stations 4 through 8. Fixed maintenance stands would be installed at
stations 10 through 24.
A new 10-foot by 16-foot shelter would be installed on a new foundation
approximately 430 feet from the extended runway centerline and 928 feet
from the threshold. A new 10-foot by 20-foot engine generator concrete
pad and would be installed approximately five feet north of the shelter. A
new meter and disconnect rack and pad-mounted transformer would be
installed approximately 5 feet northeast of the shelter. A 50-foot by 55-
foot gravel maintenance area would be constructed around the shelter,
engine generator pad, rack, and transformer. A new 8-foot tall chain link
fence with a 15-foot double swing gate would be installed around the
gravel maintenance area. A new 10-foot wide gravel road would be
constructed from the gravel maintenance area to Hornes Road.
