HomeMy WebLinkAboutWQCS00039_Other Correspondence_20180515 State of North Carolina | Environmental Quality | Water Resources 2090 US 70 Highway, Swannanoa, NC 28778 828-296-4500 May 15, 2018 Preston Gregg, PE Town of Waynesville PO Box 100 Waynesville, NC 28786 Subject: Fecal Coliform Monitoring Permit No. WQCS00039 Waynesville Collection System Haywood County Dear Mr. Gregg: The Division of Water Resources (DWR) is providing this hard copy of the information below transmitted to you, Jeff Stines and Garron Braddish electronically on May 15, 2018 for your records: Subsequent to the recent repeated overflows from Waynesville’s Collection System at the Haywood County Fairgrounds, DWR is requiring the Town of Waynesville perform surface water sampling for fecal coliform following all events involving the release of wastewater from Waynesville’s collection system at the Fairgrounds to surface water. Sampling procedure to be performed as follows: 1. Within 4 hours of a release of 1000 gallons or more of untreated wastewater near the Haywood County Fairgrounds to surface water, samples must be collected by qualified personnel for analysis by Standard Method 9222 D for Fecal Coliform at the following locations: a. Immediately upstream of the location where wastewater enters the Lake Palcoy stream, (with adequate separation distance to eliminate the chance of the wastewater contaminating the upstream sample).. b. Approximately 500’ downstream of the location where wastewater enters the receiving stream, where the stream daylights before entering Richland Creek.. c. Richland Creek immediately upstream of the location where the Lake Palcoy stream converges with Richland Creek, (with adequate separation distance to eliminate the chance of the wasetwater contaimninating the upstream sample). Richland Creek Approximately 1500’ downstream of the location where the Lake Palcoy stream converges with Richland Creek (Walnut Trail Rd bridge) 2. Sampling as described above shall occur once daily for the duration of each release event, with a final sampling event performed 24 hours after cessation of the event. 3. Following each daily sampling event, Waynesville shall e-mail DWR a summary of the sampling event and a map of sample locations, and describe the status of the release and associated repair operations. 4. After receiving analytical results from the sampling, Waynesville shall immediately e- mail DWR the sample results. Results are to be sent to: landon.davidson@ncdenr.gov, mikal.willmer@ncdenr.gov and tim.heim@ncdenr.gov. A separate copy of the results are to be sent to the County Health Department.
