Many of the suggested changes are just editorial (because I can't help myself), but others fall into general categories: 1. Where the report talked about the scope of the 401 in terms of the discharges from the dams, I suggested broadening the scope out to cover all of the water quality impacts of the hydropower project operation. I thnk that is consistent with both the law and DWQ's actual practice. 2. I thought the paragraph on FERC Relicensing and the 401 needed to talk more about the relationship between the Relicensing Settlement Agreement and the 401 rather than the content of the Settlement Agreement. 3. I filled out the discussion of the Alcoa contaminated sites a little more. 4. I suggested a line or two in response to the public trust issue, but did not have a copy of the River Keeper's letter handy at the time. As a result, it is a very general statement rather than something tailored to the contents of the letter. I think that I have a copy of the letter in my file at the office and will look in the morning. Robin NOTE: My email address has changed.
