Dear Ms. Karoly:
Please excuse the delay in contacting you regarding the request for an extension to the subject
stream and buffer mitigation construction project. I contacted Ms. Jean Manuele, USACE in
September and received her verbal approval. I neglected to contact you during the same
timeframe. The attached letter pertains. In reviewing the 401 permit conditions, I noted that the
completion date of November 15, 2006, in paragraph 6.b, precedes the requirements of the
USACE 404 permit by four months. In asking you for approval to extend this portion of the DWQ
permit conditions, I also ask that you approve an extension consistent with USACE's approval to
extend to March 15, 2008.
Ms. Manuele conducted an inspection of the permitted activity and our work in general in
September 2006. We have also stayed in contact with Mr. Horan of your Division since the fall of
last year. A substantial amount of work has been in completed in regards to wetlands, streams,
and buffers mitigation. Payment was made to the North Carolina Ecosystem Enhancement
Program in the year 2005.
