We feel that the proposed Clubhouse Pond should exceed minimum design standards for a wet pond. The subject forebay has been designed to be 20% of the minimum reservoir volume needed to meet Division of Water Quality (DWQ) requirements for a wet pond. The minimum reservoir volume was determined based on the percent imperviousness of the upstream drainage area as described in the DWQ design manual "Stormwater Best Management Practices", dated April 1999. The reservoir or aft bay of the pond was enlarged beyond the minimum required sized due to aesthetic needs of the project as dictated by the landscape architect for the development. We have attached design spreadsheets, a DWQ worksheet and a stormwater plan of the pond in question for your review. Although the aft bay portion of the pond is larger than the minimum pond needed, we feel that the proposed pond meets DWQ's requirements to treat water quality and the forebay is appropriately sized. Prior to our recent submittal we spoke with Mr. Boyd DeVane of DWQ and asked if it would be acceptable to provide a permanent pool volume larger than the volume determined using the standard DWQ approach. Mr. DeVane spoke with Mr. Bradley Bennett of DWQ and they indicated that this would be acceptable. The following is a summary for the wet pond design parameters: • Drainage Area - 16.65 acres. • Impervious Area - 10.69 acres. • Impervious % - 64.2. • Minimum Required Surface Area - 17,266 square feet. • Minimum Required Reservoir Volume - 60,254 cubic feet. • Minimum Required Forebay Volume - 12,033 cubic feet (20% of minimum required reservoir volume). REQUIRED ITEMS CHECKLIST The following checklist outlines design requirements per the Stormwater Best Management Practices Manual. Initial in the space provided to indicate the following design requirements have been met and supporting documentation is attached. If a requirement has not been met, attach an explanation of why. At a minimum, a complete stormwater management plan submittal includes a worksheet for each BMP, design calculations, plans and specifications showing all BMPs and outlet structure details, a detailed drainage plan and a fully executed operation and maintenance agreement. An incomplete submittal package will result in a request for additional information and will substantially delay final review and approval of the project Applicants Initials The temporary pool controls runoff from the 1 inch storm event. The basin length to width ratio is greater than 3:1. WK The basin side slopes are no steeper than 3:1. A submerged and vegetated perimeter shelf at less than 6:1 is provided.
