Comment: Charlotte Water submitted an Authorization to Construct (AtC) aDDlication to the Division in
April 2018 for the construction of a new WWTP (replace the existing WWTP). The new
WWTP will include the following: influent pump station, bar screen, equalization basins,
sludge holding tank, pre -aeration tanks, extended aeration basins, blower/motor units,
secondary clarifiers (circular), tertiary filtration (disc filters), and UV disinfection. The AtC is
currently under review.
The last compliance evaluation inspection was performed at the facility on 5/19/16 by the
Mecklenburg County Water Quality Program staff.

Comment: The records reviewed durina the insDection were oraanized and well maintained. Discharae
Monitoring Reports (eDMRs) were reviewed for the period March 2017 through February
2018. All monitoring frequencies were correct. Daily maximum (2 -total) and monthly
average effluent ammonia violations were reported in January 2018. The Division will
separately address these limit violations.
The WWTP is typically visited by multiple operators (including the ORC and Backup ORC)
during the day. Staff must ensure that the initial arrival time is documented on future
eDMRs.

Comment: The subject permit requires composite and grab effluent samples. The sampler
temperature was approximately two degrees Celsius and collecting 200 ml. aliquots at the
time of the inspection. The facilitV staff perform and document multiple aliquot verifications
throughout each month.

Comment: The wastewater treatment facilitv appeared to be Drooerly operated and well maintained
The ORC and staff incorporate a comprehensive process control program with all
measurements being properly documented and maintained on-site.
The facility is equipped with a telemetry type (dialer) alarm system to notify the wastewater
staff of specific alarm conditions at the treatment facility.
Charlotte Water has performed repairs to several areas on the WWTP's metal structure
due to significant rust and deterioration. The existing WWTP will be replaced with a new
treatment facility as previously discussed in the Permit Section.
