Project Summary: The applicant wishes to replace, improve, and expand an existing boat access area for public use and is applying for a permit to do so. Narrative Description: The property is located in the community of Spring Garden near New Bern at 585 West Craven Middle School Road (SR 1423), Craven County. The parcel is a 44.9-acre tract adjacent to the Neuse River. This site is developed with public school buildings and associated infrastructure (West Craven Middle School). Immediately adjacent to the West Craven Middle School, lies a public boat access site at the end of West Craven Middle School Road (SR 1423). This site has two dilapidated boat ramps that are separated by a fixed, wooden staging pier. Just west of the ramp is a fixed, wooden fishing pier and platform. The shoreline is stabilized with wooden bulkhead. The upland area contains a kiosk, earthen drive, and a gravel parking area enclosed by a chain-link fence. The upland soil substrate is compacted from years of public use. The adjacent properties are residential to the west, and agricultural to the east. The average elevation of the high ground of the parcel is + 15' above normal water level. Vegetation on this particular tract is mainly consists of lawn grasses, cypress trees, and Coastal Wetlands. This tract has approximately 1,135' of continuous shoreline along the Neuse River. Immediate offshore water depths adjacent to the tract along the Bay River range from about -1' to -4' nwl. The subaqueous substrate is firm without shell. This waterbody is about 400 feet across at this location. These waters are not classified as a Primary Nursery Area and there is submerged aquatic vegetation present. This area is closed to shellfish harvest and is classified as C; Sw, Nutrient Sensitive Waters. There is a defined navigation channel in the immediate vicinity of the project area. 10. Proposed Development: The applicant wishes to replace, expand, and improve upon the existing public boating access site adjacent to the Neuse River. The boat access is located at the end of West Craven Middle School Road (SR1423), off of Spring Garden Road (SR 1401) northwest of New Bern. The existing wooden bulkhead will be replaced with 179' of vinyl bulkhead. The new bulkhead will approximate the normal water level. This new vinyl bulkhead installation will result in a 38' expansion of the existing footprint of the wooden bulkhead. The area immediately landward of this section will be graded and landscaped with vegetation to facilitate the naturalization of this area. The upland development will mostly consist of grading and improving the existing drive approach to the boat launch area with gravel. The improved gravel access drive at the end of West Craven Middle School Road (SR1423) will average about 20' wide and be 168' long. Immediately to the west, will be a new wooden stairway over the existing earthen path leading up the hill, through an opening in the existing chain-link fence, to the existing gravel parking area. This new wooden set of stairs will be 6' wide and 36' long. At the foot of the proposed stairs, will be one so designated parking space and supporting sidewalk to be constructed in compliance with the Americans with Disabilities Act (ADA). The gravel parking space will be 10' wide and 42' long, and supported by a concrete sidewalk. The sidewalk will connect the parking space to the boat ramp area. The first section of sidewalk will be 8' wide and 25' long. The third connecting section of sidewalk that leads to the ramp will be 5' wide and 88' long. The existing information kiosk in this area will be relocated about 3' to the east of its present location. The improved gravel approach will be immediately west of this parking space. This approach to the ramp will encompass an area of 1,770 square feet. This gravel approach will connect to a 36' by 20' concrete apron. This concrete apron will connect to the two adjacent boat ramps. These two boat ramps will be separated by a 6' by 60' floating, staging pier. This pier will extend about 55' waterward of the normal water level. A 6' by 18' concrete sidewalk will connect the high ground apron to the staging pier. Each concrete boat ramp will be 15' wide and 71' long. These ramps will extend about 47' below the normal water level to meet the 8' nwl depth contour. The spoil disposal area resulting from the construction of the ramp will be located on site, inside of the existing upland gravel parking area, about 83' landward of the normal water level. This 40' by 40' spoil area will be contained by temporary sediment control measures and available for future maintenance at the site. The existing fishing pier to the west of the boat ramps will be replaced and expanded as well. The wooden fixed pier access will extend perpendicular from the bulkhead at normal water level. The pier will be 6' wide and 24' long. At the terminus of the pier, there will be a "T" platform parallel to the shoreline. This fixed, wooden fishing platform will be 10' wide and 48' long. This entire structure will extend about 32' waterward of the normal water level. 10. Anticipated Impacts: This boating access site will continue to serve the public's demand for access to the coastal waters of North Carolina. The fishing pier will usurp 6,175 ft2 of public trust waters and have 480 ft2 of platform area along 1,135' of shoreline adjacent to the Neuse River. The boat ramps will fill approximately 1,380 ft2 of shallow bottom habitat. Currently, there is submerged aquatic vegetation (SAV) that has opportunistically grown up on the dilapidated western most boat ramp from the lack of usage. The installation of the new boat ramps will disturb approximately 300 ft2 of this habitat. The remaining development will disturb approximately 13,620 ft2 of high ground area. Storm water will continue to be sheet flow across the site and into the Neuse River. These waters of the Neuse River are classified as C; Sw, Nutrient Sensitive Waters. These waters are not Primary Nursery Area and are closed to the harvest of shellfish. This proposed development will not encroach into the defined channel in this area, nor be a hazard to navigation. February 2009 1 y-ead Gity U The NC Wildlife Resources Commission proposes the renovation of the Spring Garden Boating Access Area in Craven County. This renovation is proposed on behalf of the property owner, the Craven County Board of Education. The existing site serves the local area as an access point for boating and fishing on the Neuse River. The access area is open 24 hours a day, 7 days a week free of charge to the boating public. The area is unmanned and receives routine maintenance by Craven County staff and facility maintenance by NC Wildlife staff. Current ramp conditions are substandard as the ramps only have a slope of 10% and a depth of less than 2' below NWL. Also, the small maneuver area in front of the ramps is inadequate in size. Ramp conditions are so poor, the majority of boaters choose to launch directly from the shore and bypass the ramps completely. The site has no ADA-compliant parking. At this time NC Wildlife would like to complete the renovation of the access area to bring it up to the current access area standards. The proposed improvements would rectify these short comings by: removal of the two shorter existing concrete launch ramps and replacement with new concrete launch ramps to ensure a usable ramp for boats of all desired sizes, construction of new bulkheads and floating dock. The fishing pier is also proposed to be replaced in the same footprint as well as the T-portion being widened to 10.' A small patch of coastal wetlands are adjacent to the left ramp, they were delineated by DCM staff 12/15/2008. SAVs were observed in the vicinity of the fishing pier and left ramp by DCM staff and WRC staff on 12/15/2008. This site has a NCUSe River Basin buffer in place. The only disturbance within the buffer is for water-dependent structures, improvement of existing impervious surface, and landscaping to reduce impervious surface. The total area of disturbance within the buffer is 5350 square feet. Under the new Coastal Stormwater Rules, NC Wildlife believes this project qualities as redevelopment and will not require a State Stormwater Permit as impervious surface area will be decreased by 1051 by proposed landscaping activities.
