8. PROJECT SUMMARY: The applicant proposes to install a subaqueous discharge
structure approximately 1900 ft. offshore in the Albemarle Sound. The structure will
be connected to a 12 inch directionally bored subterranean waterline from Rebellion
Point Rd (SR 1103).

Project Setting
The Pasquotank County Water Department is constructing a new reverse osmosis water
treatment facility to serve the residents of Pasquotank County and the surrounding counties.
The new facility will be constructed on land adjacent to Foreman Bundy Rd (SR 1144) in
Pasquotank County and is proposed to be capable of treating 5 million gallons of water per
day. A concentrate discharge site is required for the operation of the new facility. Discharge
Permit No. NC 0088480 to discharge concentrate under the National Pollutant Discharge
Elimination System was issued effective Nov. 1, 2007 to the county for the facility.
The development site for the discharge structure is adjacent to 157 & 155 Rebellion Point
Rd (SR 1103) in Elizabeth City, Pasquotank County and on the Albemarle Sound near the
mouth of the Little River. The site is located approximately 18 miles from the proposed
water treatment facility. The proposed waterline will follow Rebellion Point Rd to its end
approximately 360 ft from NWL and turn to the right between two residential single family
homes. The county will install the water line along an easement granted to the county by
Anita and Kirk Oldham who own the property located at 155 Rebellion Point Rd. The area
is vegetated with typial lawn grasses and the soil consists of a silty clay loam. Both the
adjacent properties have bulkheads and pier structures. No submerged aquatic vegetation
was observed in the area and the water depth ranges from 2-ft to 8- ft at the terminal end of
the proposed directional bore.
The waters of the Albemarle Sound in this area are classified as SB by the Division of
Environmental Management and are closed to shellfish harvesting.
Development Proposal
The applicant proposes to construct a discharge and diffuser structure approximately 1900 ft
waterward of NWL in the Albemarle Sound. The discharge/diffuser structure will be located at
the terminus of a 12-inch PVC water line that will extend from the water plant on Foreman
Bundy Rd to Rebellion Point Rd. Approximately 100 ft. landward of NWL at the end of
Rebellion Point Rd., a directional bore machine will be utilized to bore a subterranean 12- inch
high density polyethylene pipe to the location of the proposed discharge/diffuser. A 10 ft. by 6
ft. pit, 3 ft. deep will be constructed for the drilling site approximately 100 ft. from NWL to
contain the drilling mud/ betonite slurry. The line will be installed approximately 15 ft. below the
existing bottom of the waterbody. The borehole will be approximately 14 inches in diameter to
allow for the installation of the pipe. Approximately 7 cubic yards of upland material will be
excavated for the temporary boring pit.
The proposed diffuser structure will consist of a 36 ft long 12 inch forcemain pipe with 8 diffuser
nozzles and 4 additional tap holes that will be capped off for future use. The structure will be
held in place by 3 concrete ballast blocks spaced along the structure and 1 concrete piling
extending 8 ft. above NWL. The piling will be marked with USCG approved reflectors for
boaters. An Environmental Assessment/ FONSI was issued on June 30, 2006 by the
Department of Administration.

Anticipated Impacts
The diffuser structure will cover an area 1 ft. wide by 36 ft. long. An area of approximately
36 sq. ft. of sandy river bottom will be occupied/disturbed during installation of the structure,
involving Public Trust Area and Estuarine Water Areas of Environmental Concern.
The boring pit will involve approximately 60 sq. ft. of area outside the Estuarine Shoreline.
Spend boring material will be removed from the site and disposed of in an approved landfill.
The pit will then be fill and graded and returned to a preconstruction state.
Temporary water turbidity will occur during construction of the project.

PROJECT NARRATIVE
PASQUOTANK COUNTY REVERSE OSMOSIS FACILITY
Hobbs, Upchurch & Associates, P.A. is in the process of designing and permitting a new
Reverse Osmosis (RO) water treatment facility that will be constructed on land adjacent
to Forman Bundy Road in the vicinity of Okisko Road. Ultimately, the water treatment
facility will be capable of producing 5 million gallons of water per day. The water source
will be withdrawn from a series of wells drilled into the brackish Castle Hayne aquifer.
The brackish water will be treated by RO membranes, which are designed to reject the
dissolved salts in the feedwater stream and produce a product suitable for potable
drinking water purposes. In this process approximately 75% of the feedwater will be
recovered for potable uses called permeate and the balance is rejected and called
concentrate. The concentrate will be pumped 18+ miles along the NCDOT right-of-way
to a discharge header assembly located in the Albemarle Sound off Rebellion Point.
There will be a temporary discharge location off of Halls Creek Road in the vicinity of
the Halls Creek Bridge. This site will be used to dispose of water pumped during the well
acceptance phase of the project. The construction of the temporary discharge is complete.
The second phase of construction will extend the discharge force main from Halls Creek
to the vicinity of Rebellion Point. A directional bore, which is the subject of this permit
application, will begin approximately 100 feet landward from the shoreline and extend
approximately 2,036 feet out into the Sound where the water depth is 7-foot. A bore pit
approximately l Oft x 6ft x 3ft deep will be constructed where the bore begins. The
discharge header will be attached to the bore pipe where emerges offshore. The discharge
header will consist of HDPE pipe with diffusers spaced to obtain maximum mixing of the
concentrate effluent with the receiving body. The header will be anchored with three
concrete blocks and one piling at the distal end. The piling will be driven into the bottom
and extend 8-feet above the waterline and equipped with a USCG approved reflector.
Other than the directional boring component, bottom disturbance will minimal; involving
installation of the piling and concrete saddles associated with the discharge header.
