PROJECT SUMMARY: The applicant proposes to replace the existing Dare County Bridge No. 40 and existing pedestrian walkway, over Jean Guite Creek, and implement road improvements on SR 1208 (Kitty Hawk Rd.). Road improvements include widening the existing paved road surface approximately 1' and the replacement of two (2) culverts, beginning at SR 1210 (Bob Perry Rd.) and extending for approximately l.l miles to the end of the existing paved surface on SR 1208. The project also includes utility relocations of water, communication, and power. 9. NA1tRATIVE DESCRIPTION: Project Setting Dare County Bridge No. 40 is located over Jean Guite Creek on SR 1208 (Kitty Hawk Rd.) in Kitty Hawk, Dare County. Elevations in the project area range from 2 to 6 feet above the normal water level. The majority of the lands adjacent to the project site are primarily single family residential and Kitly Hawk Woods Coastal Reserve conservation lands. A church (Creative Ministries, Inc.) is located at the corner of SR 1208/SR 1207 and a cemetery (Austin Cemetery) is located at the western end of the proj ect area. The existing maintained road shoulder contain various grasses. Beyond the maintained shoulder, vegetation consists of typical eastern North Carolina coastal pla.in mixed pine/scrub forest. Trees/shrubs/plants in the area consist of Bald Cyprus, Red Maple, Loblolly Pine, Sweet Gum, Wax-Myrtle, Inkberry, Smartweed, and various sedges. Coastal Wetlands in the project area include Giant Cordgrass (Spartina cynosuroides) and Saw Grass (Cladium jamaicens). The existing bridge was built in 1959 and is 53' long by 21' wide with 20' of clear roadway width. The bridge is a three span all timber structure and has a vertical clearance of 5.5' above the NWL. Currently, there is a portion of wooden pedestrian walkway bridge attached to the north side of bridge structure connected by steel beams. The total wooden pedestrian walkway is approximately 3 85' long by 10' wide and ties into an asphalt pedestrian walkway that exists to the east and west of the existing bridge along SR 1208 (Kitty Hawk Rd.) and SR 1207 (Twiford St.). The asphalt walkway on the road shoulder is approximately 8' - 10' wide in most areas and has curb separating it from the roadway in some areas and no curb in other areas. Existing SR 1208 (Kitty Hawk Rd.) consists of two 10' paved lanes with varying shoulder widths in the project area. There are no stormwater runoff controls on the bridge or existing roadway. Runoff from the existing bridge deck flows directly into Jean Guite Creek and the runoff from the adj acent roadway flows directly into the road shoulder. Overhead power and telecommunication lines parallel the norkh side of the road and bridge. Jean Guite Creek has been classified as class SC waters by the Environmental Management Commission in the area of the proposed construction and ultimately connects to the Currituck Sound (to the north) and Kitty Hawk Bay (to the south). This proj ect is located within the Pasquotank River Basin. The location of the bridge is classified as Inland Waters. Jean Guite Creek is approximately 25' — 30'wide and 2' - 5' deep in the area of the bridge and is utilized by the general public for certain recreational activities. The location of the culvert.at Site 7 is classified as Joint Waters. There were no SAV's expected or observed in the project area during the site visit. There are no documented historic or archaeological resources in the proj ect area. 4 FIELD INVESTIGATION REPORT: NORTH CAROLINA I)EPARTMENT OF TRANSPORTA'TION DARE BRII)GE NO. 40 / 512 1208 (KITTY HAWK 12D.) PAGE #3 Project Proposal NCDOT proposes to replace the existing bridge and associated pedestrian walkway over Jean Guite Creek along its existing alignment. The project involves replacement of the existing bridge and related approaches with a single span precast concrete cored slab bridge supported by concrete bents/pilings. The proposed bridge will be built on the existing alignment using staged construction, which allows trafFic to be maintained during the project. The bridge will be completely demolished and removed from the proj ect site utilizing DOT's "Best Management Practices for Construction and Maintenance Activities". The new bridge as proposed would be 65' in length and 40' in width, which would be approximately 12' longer and 19' wider than the existing bridge. The new bridge is designed to allow 5.5' of vertical clearance above the normal water level, which matches the existing bridge clearance. Horizontal clearance will increase from the removal of two interior bents. The new bridge deck will include a pedestrian pathway that will be tied into the pathway on each side (east and west) of the new bridge structure. A steel sheet pile retaining wall will be installed to retain the necessary fill allowing for the transition of the pedestrian pathway from the bridge to the roadway. The retaining wall will be on the north side of the bridge and extend to the east (100') and to the west (60'). The existing wooden cantilever pedestrian bridge/walkway will be entirely removed prior to project completion. The applicant has proposed to replace the approach structures to the bridge. The applicant has proposed to excavate approximately 480 sq. ft. of existing roadway fill from beneath the eastern and western end bent areas of the bridge to accommodate a longer bridge. The bases of the new bridge are to be stabilized with Class II riprap. The riprap as proposed would be approximately 70' in total length. The width� of the rip rap would be 8' —10' with all stabilization above NHW at the base of the new bridge abutments. The bottom portions of the existing end bents up to an elevation of 1.0' will be left in place. The proposed project will require grading and widening of the existing roadway shoulder sections to accomrriodate an additional 1' of asphalt surface on both lanes. The proposed roadway will be two 11' paved travel lanes with varying shoulders. The wider lanes and shoulder and shoulder improvements will require the replacement of two culvert crossings within the proj ect area (Site 1 and Site 7). The culverts will be replaced utilizing DOT's "Best Management Practices for Culvert Replacement". The existing culvert will be replaced with new concrete pipe culverts (2 @ 36"x 46') on the same alignment at Site 7. A temporary coffer dam will be used to isolate/dewater the work area during culvert installation. A rip rap embankment utilizing 2:1 slopes will be used for stabilization from STA. 52 + 60 to STA. 55 + 00. Road shoulder fill will extend approximately 3' to 6' into jurisdictional wetlands (Sites 4, 5, and 6) in order to establish a uniform shoulder adjacent to the roadway. The applicant has committed to construct the bridge with no deck drains over the surface waters of the creek. The bridge has been designed to capture storm water runoff and divert it to the shoulders of the road away from surface waters. Stortn water will be routed to outlets located on the west side of the bridge and would allow for vegetated buffer conveyance prior to entering surface waters. PAGE #4 --------------------------- overhead power line to accommodate construction of the proposed bridge. The power line will be directionally bored for temporary relocation and placed back on aerial poles following bridge construction completion. A 6" waterline and communication line will be directionally bored for permanent relocation. The bores will be from high ground to high ground (east and west of bridge alignment) and utilize two 15' by 15' bore pits within existing NCDOT right-of-way. Utilities will be installed a minimum of 6 feet below the stream bed. Anticipated Ianpacts The proposed bridge would permanently shade a total of 2,600 sq. ft. of surface waters. The fill activities related to this project would result in permanent impacts of 1,393 sq. ft. in Coastal Wetlands and 741 sq. ft. in USACE Jurisdictional Wetlands. The proposed project impacts approximately 1,612 sq. ft. of Coastal Wetlands and 3,659 sq. ft. in USACE Jurisdictional Wetlands by Temporary Hand Clearing. Installation of the dual culverts at Site 7 will result in excavation impacts to approximately 200 sq. ft. below NHW/NWL and fill impacts of approximately 42 sq. ft. below NHW/NWL. The temporary/permanent relocation of the utility lines would result in no impacts to jurisdictional features. Impacts to adjacent wetlands and waters have been avoided and minimized through the use sheet pile retaining walls to retain the fill for the pedestrian walkway, riprap embankments and the use of varying slopes. The N.C. Division of Mitigation Services (DMS) has accepted responsibility for providing mitigation for 0.032 acres of Coastal Marsh impacts as indicated in their acceptance letter dated March 7, 2018. The horizontal navigable opening under the bridge would increase with the removal of all existing bents from the waterway. The vertical clearance under the proposed bridge would remain identical to the existing bridge at 5.5'. A localized increase in turbidity can be expected during any in-water construction activities related to the proposed project. The permit application states that turbidity curtains can be used at Jean Guite Creek, during existing bridge end bent removal. Pedestrian traffic will still be able to utilize the proposed bridge outside of vehicle lanes by utilizing a design that incorporates a pedestrian pathway into the bridge structure and ultimately ties into asphalt pedestrian lanes east and west of the bridge along SR 1208 (Kitty Hawk Rd.) According to the permit application, the N.C. Department of Marine Fisheries and the N.C. Wildlife Resource Commission reviewed the project site and determined an in-water work moratorium from February 15 to September 30 is necessary due to Jean Guite Creek being designated as an Inland Primary Nursery Area. Vehicle and pedestrian traffic along SR 1208 (Kitty Hawk Rd.), and boat traffic in Jean Guite Creek, would be impeded during the construction period of the project, however, the public is expected to benefit upon completion of the project by the increase in the safety of the new structure and roadway. The purpose of this project is to improve safety along SR 1208 by widening the existing lanes from 10' to 11' lanes with shoulder improvements. The wider lanes and shoulder improvements will also require the replacement of 2 culvert crossings to accommodate the additional lane width. In conjunction with the roadway improvements, NCDOT plans to replace a bridge structure # 40 over Jean Guite Creek, which has received defiecency ratings, qualifying it for replacement. The bridge replacement will require the relocation of communication line, waterline and temporary relocation of a powerline. Following the project completion, NCDOT will maintain this facility for transporation purposes, providing access for property owners in this area of Kitt Hawk. c. Describe the proposed construction methodology, types of construction equipment to be used during construction, the number of each type of equipment and where it is to be stored. This project will require grading and minor widening of the shoulder sections to accommodate an additional 1' of asphalt surface on both lanes. At two locations, the widening improvements will require the replacement of culverts, identified as Site 1 and Site 7(CAMA jurisdiction). Site 1 is not considered to be within DCM jurisdiction, site 7 is considered a public trust water by DCM.The culverts will be replaced using NCDOT bmp's for culvert replacement. Site 7 will be dewatered by temporary coffer dam, to isolate the work area during culvert installation. The existing culvert at Site 7 is 2- 24 " X 40 ' aluminum pipes, which will be replaced with 2- 36" X 46' concrete culvert. This project also proposes the replacement of bridge # 40 over Jean Guite Creek and the associated pedestrian walkway bridge. The bridge'will be replaced along the existing alignment. In order to maintain access to properties located west of bridge # 40, the bridge will have to remain open during construction, thus requiring staged construction. The existing pedestrian path will also be incorporated into the new bridge deck and will be tied into the walkway on either side of the bridge. In order to accomplish this, a steel sheetpile retaining wall, will be installed (northside) west and east of the bridge to retain the necessary fill, allowing for transition to the pedestrian path. The steel sheet pile retaining wall will extend to the west 60' and to the east 100', as indicated on the provided drawings.The new bridge will be replacing an existing 3 span 53 ft. X 21 ft. wide wooden structure with a single span 65 ft. X 40 ft. precast bridge. The new bridge width, will also accommodate the pedestrian walkway, thus eliminating the need to retain the existing cantalever pedestrian bridge. It will be removed in its entirety, along with the existing # 40 bridge structure. There will also be a waterline, communication line relocation, along with a temporary overhead powerline relocation. The waterline and communication line will be directionally bored for a permanent relocation, while the powerline will be directionally bored for a temporary relocation and then revert back to aerial pole, following bridge completion. The project will be built using cranes, excavators, backhoes, grading equipment, pavers, dump trucks and small equipement associated with hi hwa /brid e construction. d. List all development activities you propose. Replacing an existing 3 span wooden bridge @ 53 ft. X 21 ft. with a new 1- span concrete bridge structure measuring 65 ft. X 40 ft. Tie the bridge structure into an existing pedestrian path, via a sheetpile retaining wall transitioning to the existing walkway. Widen SR 1208 from SR 1210 (Bob Perry Rd) to the end of SR 1208 paved surface (1 mile). The widening will consist of 1' of additional asphalt on each lane and improved shoulder width.
