Marina site.

9(a) SITE DESCRIPTION:
The project site is located between Marina Street and the AIWW at the previous
known "Wrightsville Marina site" on Harbor Island, Wrightsville Beach. The
narrow parcel of land runs approximately 890 linear feet along the bulkheaded
AIWW shoreline and averages 120' in width from the bulkhead to Marina Streets
right-of-way. Two fixed piers are all that remains of the older marina operation.
The 7,200 sq.ft. tackle shop/snack bar, covered boat storage buildings and other
fixed piers have all been removed from the site. Also the basin has been just
recently dredged (#47-84) and the bulkhead replaced with new seawood materials.
No marsh exists along the shoreline and the bottom depth averages -7' MLW. All
of the extensive ±50,000 sq.ft. asphalt parking areas have been torn up and
removed from the site. At the junction of Short and Marina Streets a 4,000 sq.ft.
upland boat storage and repair facility has also been demolished and removed off
the site. The parking areas around this building have always been packed sand
and gravel. The waters are classified as SC presently and the AIWW is a
secondary nursery area.
9(b) PROJECT DESCRIPTION:
The applicants propose to construct a new yacht club facility measuring 3,600
sq.ft. where the old Wrightsville Marina tackle ship was previously located. A
800 sq.ft. concrete swimming pool, covered loading dock and relocated fuel farm
is also proposed at this most northern corner of the tract. A total of 89 wet
slips will be managed from this office. The plans also call for an aerial 10'
wide walkway crossing Marina Street over to a new health club facility which
replaces the old 4,000 sq.ft. boat storage and repair facility. This building
shall cover 16,900 sq.ft. of area and be elevated on pilings with 48 asphalt
parking spaces underneath.
Also proposed are three separate three-story condominium buildings containing a
total of 27 separate units. The condominiums are located on a 49,600 sq.ft.
tract of land along the bulkhead just landward of the previous enclosed boat
house buildings. The combined building footprints will cover approximately
24,500 sq.ft. of land. These three buildings will be elevated and have 58
parking spaces underneath which will have a surface area comprised of brick
pavers and turfstone. A 6' wide by 890' long brick sidewalk will run the length
of the site along Marina Street's right-of-way. A total of ? 8)3' diameter dry-
wells,with 1" to 2" washed stone will be installed throughout the tract (as
indicated) in order to absorb the roof runoff which is collected from the gutters
and downspouts. All of the buildings will be connected to the public water and
sewer lines and five new 4" water mains are to be allocated to the dock areas.

This permit, issued on l is subject to compliance with the application (where consistent
with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may subject
permittee to a fine, imprisonment or civil action; or may cause the permit to be null and void.
Stormwater Management
(1) All spoil that is brought in to raise the site elevation or brought in
for topsoil must be retained behind the bulkhead or temporary siltation
control devices.
(2) Impervious surface's shall not exceed 30% (effective) of the AEC area of
the tract. Through the use of turfstone pavers and drywells for roof runoff,
this standard must be met.
(3) Because existing storm drains lie adjacent to the health club facility,
..the proposed asphalt: -parking ..lot underneath the building must be. changed.
to a more acceptable ground cover such as pavers, gravel or sand in order
to keep discharges of stormwater to a minimum.
NOTE: An Erosion and Sedimentation control plan will be reqquired for this
project. This plan must be filed at least thirty (30) days prior to
beginning any land disturbing activity. Submit this plan to the Dept.
of Natural Resources and Community Development, Land Quality Section,
7225 Wrightsville Ave., Wilmington, NC 28403.

This permit action may be appealed by the pernittee
or other qualified persons within twenty (20) days of the
issuing date. M appeal requires resolution prior to work
initiation or continuance, as the case may be.
This permit must be accessibleon-dte to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification
not covered hereunder requires further Departmental
approval. -
All work must cease when the permit expires on
December 31. 1987

ADDITIONAL CONDITIONS
Marina Construction and Operation
(4) The dock layout must be constructed in accordance with revised plat dated
received 8/16/85 except that if such docks would encroach on the C.O.E.
channel setback or the Town pierhead line, the involved structures will
be reduced in length/width so as not to violate those lines.
(5) Prior to occupancy of any new slips authorized under this permit, the permittee
will permanently equip, the marina with pumpout facilities to service boats
with holding tanks. If more than one station is necessary to provide adequate
service and to prevent overboard discharge, the permittee is expected to
install additional facilities.
(6) All floating structures, other than boats, used for habitation or commerce
(as defined in 15 NCAC 7M.0602) shall be in conformance with local regulations
for onshore sewage treatment.
(7) A locked-head policy must be posted and enforced at the marina.
NOTE: Future maintenance excavation for the marina under this permit may be
carried out only after a scale plat of new dock layout is submitted.
Such plat must show by cross-hatching the area to be maintained, a cross
section of the area and a spoil area plat if spoil area is a location
different than for initial excavation.
NOTE: The project is certified under General Water Quality Certification No.
1272 issued on November 10, 1978, for bulkhead construction.
NOTE: The proposed project is certified under General Water Quality Certification

from diked upland disposal areas.
NOTE: The permittee is cautioned that any overboard discharge or spills (such
as gasoline) from the marina operation or from boats serviced by the
marina could contravene water quality standards, and thus, violate state
law.
General
(8) Project site is located in Flood Hazard Zone. All structures shall be
elevated. Base Flood elevation is 12 feet.
NOTE: Plans and specifications for any water system extensions needed for
this project must be approved by the Engineering Planning Branch, Environ-
mental Health Section, Division of Health Services, P. 0. Box 2091,
Raleigh, NC 27602, (919) 733-2460, prior to construction.

tion of a problem with the C.O.E. pierhead line. That delay has placed
our action in the time frame of reclassification from SC to SA. Does
that reclassification affect your July 26 response?

following comments are provided:
1) The project will not require 401 Certification.
2) It is recommended that the following comments be forwarded to DCM for
their consideration prior to making a permit decision.

areas to avoid spillages of petroleum products into waters
of the State.
b) Marine pumpout facilities should be provided and their use
enforced, to avoid violations of fecal coliform standards
for waters classified "SC". A request has been made to up-
grade these waters to "SA".

Project summary The applicants propose to construct a yacht-health club facility and build
27 condominiums along the AIWW at the intersection of Short and Marina Streets on Harbor
Island, Wrightsville Beach. This development is located at the previous Wrightsville
Marina site.

9(a) SITE DESCRIPTION:
The project site is located between Marina Street and the AIWW at the previous
known "Wrightsville Marina site" on.Harbor Island, Wrightsville Beach. The
narrow parcel of land runs approximately 890 linear feet along the bulkheaded
AIWW shoreline and averages 120' in width from the bulkhead to Marina Streets
right-of-way. Two fixed piers are all that remains of the older marina operation.
.The 7,200 sq.ft. tackle shop/snack bar, covered boat storage buildings and other
fixed piers have all been removed from the site. Also the basin has been just
recently dredged (#47-84) and the bulkhead replaced with new seawood materials.
No marsh exists along the shoreline and the bottom depth averages -7' MLW. All
of the extensive 150,000 sq.ft..asphalt parking areas have been torn up and
removed from the.site. At the junction of Short and Marina Streets a 4,000 sq.ft.
upland boat storage and repair facility has also been demolished and removed off
the site. The parking areas around this building have always been packed sand
and gravel. The waters are classified as SC presently and the AIWW is a
secondary nursery area.
9(b) PROJECT DESCRIPTION:
The applicants propose to construct a new yacht club facility measuring 3,600
sq.ft. where the old Wrightsville Marina tackle ship was previously located. A
800 sq.ft. concrete swimming pool, covered loading dock and relocated fuel farm
is also proposed at this most northern corner of the tract. A total of 89 wet
slips will be managed from this office. The plans also call for an aerial 10'
wide walkway crossing Marina Street over to a new health club facility which
replaces the old 4,000 sq.ft. boat storage and repair facility. This building
shall cover 16,900 sq.ft. of area and be elevated on pilings with 48 asphalt
parking spaces underneath.
Also proposed are three separate three-story condominium buildings containing a.
total of 27 separate units. The condominiums are located on a 49,600 sq.ft.
tract of land along the bulkhead just landward of the previous enclosed boat
house buildings. The combined building footprints will cover approximately
24,500 sq.ft. of land. These three buildings will be elevated and have 58
parking spaces underneath which will have a surface area comprised of brick
pavers and turfstone. A 6' wide by 890' long brick sidewalk will run the length
of the site along Marina Street's right-of-way. A total of ? 8)3' diameter dry-
wells with 1" to 2" washed stone will be installed throughout the tract (as
indicated) in order to absorb the roof runoff which is collected from the gutters
and downspouts. All of the buildings will be connected to the public water and
sewer lines and five new 4 water mains are to be allocated to the dock areas.

10. ANTICIPATED IMPACTS:
As proposed the project calls for the site disturbance of 2.52 acres of upland
area which has been previously developed by the old marina. Approximately
1.53 acres of the site will be developed with either buildings or brick pavers
all within 75' of the waters edge (MHW). This accounts for 617 of the tract.
The on-grade yacht club and pool deck are the major impervious surfaces accounting
for 7% of the estuarine shoreline area. The 24,444 sq.ft. footprint of elevated
condominium buildings accounts for 37% of the estuarine shoreline. It however,
will utilize a combination of drywells and brick and turfstone pavers underneath
to maximize the percolation rates. The remaining 66% of the estuarine shoreline
will have the ground cover as either grass and/or pavers.
The health club facility across the street and outside of the estuarine shoreline
(75') will use drywells for roof runoff but have an asphalt surface underneath
the large building. It is very possible that most of the health clubs storm
water runoff and parking lot pollutants will run down into the existing storm
sewers along Short and Marina Streets. Since this project will sell and service
large wet slips it is apparent that permanent sewage connections should be
installed to service necessary holding tank pumpout stations.
