Hi Jerry. The proposed change likely will not require a permit mod if the rip rap is placed
above the OHWM. However, for clarity purposes, please send the permitted plansheet
marked up to show the proposed change. Thanks.

Subject: [Non-DoD Source] FW: Site #5 Culvert 3 Inlet U-2524D
Hello Dave and April,
The picture in this email is from a relocated stream on the loop project. It was taken
while looking upstream from the new culvert. The contractors are concerned that the
coir fiber bank on the left is going to be problematic when big rains occur because
stream flow is directed towards that bank as it comes out of the curve. They would like
to place Class one riprap above OHW to help strengthen and stabilize that bank. Can this
be done without a permit modification? I am also sending a second email which shows
a short video of the stream during a big rain event.

Jerry,
The last storm system we had that put 3.5" of rain down scoured out 18" of the
alluvial material. The bottom looks hard and stabilized but the section that has the
coir fiber matting on it looks bad. Can we add class 1 to the bottom of the coir
fiber or should we class 1 line bank as well. The stream is aimed or curved into it
so its bound to get worse if we leave it. Will we need a permit
mod?
