Review of Permit Renewal — NCS000209
Haynes International, Inc. — dba Haynes Wire Company
• SIC 3315 — Primary Metals Industry -> Metal Wire Manufacturing.
• Monitoring —The facility has been monitoring for TSS, Ni and pH. Previous permit did have tier
system (2 tiers).
o Data reviewed from 2009 through 2017. Over this time pH results at both outfalls have
at times been below 6 on many occasions. These results should have lead to monthly
monitoring but data don't indicate that the facility followed this requirement.
Discussions with staff (Angela Beck) indicated that the facility may have been
monitoring incorrectly and follow different protocol now. Only one exceedance since
2013.
o TSS values have only exceeded the benchmark on two separate occasions, one at each
outfall. Nickle results appear to be reported in mg/L and sometimes in ug/L. Taking this
into account there do not appear to be exceedances.
o Maintain all parameters in the permit. pH due to the exceedances, TSS as a baseline
parameter and Ni due to use of the material in the process and wire exposure. For Ni
since the values were low, only require semi-annually during the 4t" year of the permit.
o Tier structure adjusted to have the three levels as in current permits.
o VM monitoring changed to be consistent with current permits.
o Parameter codes added to permit.
• Facility drains to a LIT to Mud Creek 6-55 in the French Broad River Basin, class C stream. 2014
Assessment Report shows section 6-55c2 as impaired for Biological Integrety with parameters of
interst being metals, pH, DO). Basin plans and other info indicate a number of project ongoing
in the watersheds to try and improve. Since this facility has potential parameters of concern the
impaired waters language has been maintained in Part II Section B.
• NC National Heritage review — No threatened or endangered species noted but there are a
number of significantly rare species noted in the letter in the file. The accuracy noted for
information on the location of most of these is low. In addition, a number of the elements
appear to have been noted within the county but no specific information is available to the
exact location.
• ARO — Draft permit and other info sent to region 3/9/18 for comments within 30 days. Email to
Shawna on 4/29/18 to see if they have any input.
