Box 12626 Roanoke, VA 24027 SUBJECT: Compliance Evaluation Inspection RECE VED/DENR DWR Associated Asphalt- Greensboro,NC NPDES Permit No. NC0074241 MAY 01 2018 Guilford Resources County Permitting Section Dear Mr. Thomson: On April 13, 2018, Jenny Graznak of this office met with Bruce Weaver to perform a Compliance Evaluation Inspection on the stormwater discharge from the Associated Asphalt terminal located at 100 South Chimney Rock Road. The inspection findings are detailed below and an inspection checklist is attached. 1. Permit The permit expired on August 31, 2016. Please continue to operate under the old permit until you receive your new permit from the Division. 2. Self-Monitoring Program A review of the monthly Discharge Monitoring Reports (DMRs) for the period January 2017 through February 2018 showed one violation of permit limits in June 2017. This violation of the Total Suspended Solids permit limit was due to heavy rain when the facility had to release water from the pond. This violation was previously addressed in separate correspondence from this office. Regarding the permit monitoring requirements, it was noted that all sampling was performed per the frequencies specified in the permit during this time. 3. Flow Measurement The permit requires episodic flow monitoring. The discharge volume from the retention pond is calculated with a formula by opening the locked release valve for four complete turns and then timing the release. The facility only discharges from the pond when necessary. 4.Facility Site Review The stormwater treatment system consists of a 1,000,000-gallon retention pond with a locked effluent release valve. Records/Reports A review of the on-site files at the facility showed that the records were being maintained according to the permit. Meritech performs all laboratory analyses except for pH, which is measured by Associated Asphalt staff. The facility holds field parameter certification#5691 for pH. 6. Effluent/Receiving Waters The system discharges into a ditch at the perimeter fence. The effluent eventually reaches a tributary of the East Fork Deep River, class WS-IV* waters of the Cape Fear River Basin. No effluent was being discharged on the day of the inspection.
