With r�re exeeption, gray bats roast in caves year-round �nd indiana bats and NLEB winter in
caves ar mines tivith stable, but not Fi•ee2ing, cold temperatures. This project anly invalves a
stijall �rid�e i•eplacement, so constraction work t�ill not e�tend far fi•om tIie existing rigl�t-af-way
into areas wltere c��es could aecur. There are no caves or mi►ies visibte ne�r tlte bi•idge �nd,
according to USGS d�te, t1�e neat�est tuidergraund mine is aver 1Q miles atvay. Tl�erefore, gray
bats and hiber��atii�g Indian� bats and TyLEB �vill not be �ffecked by tlfe �znject.
In summer, Tndiana bats and NLEB gei�ei•ally �•oost an structtires oi• ut�det• the loose bark of trees,
either dead ►vith peeiing bark ar cavities, or Iive trees wrtl� s1»ggy bark such as ►vl�ite oak,
maples, sycaniore and hickaries. The bridge �vas su�veyed on June 1, 2015 and there were no
roosti�lg bats or any evidence of bat usage (i.e. staining or guana}, T1�e str►teture is ottly � fe�v

Cat•alinR. Ho�vever, rock gnome lichen is an e�ceptian hec���se it can occasionally Ue founcl at

periodicaily wet. Tl�e bridge site l��s an elevation of or�1y 2,S$0 feet ��td I�cks rock faces and
other hal�itat conciitiaits rec�uired by these s�ecies.
Tlie project is limited in scape. �rosian and sedimentation control ��ie�sures �vill be i�f�pleii�ented
to mini►iiize adver�e efFects of the wortc an aquatic habitats. Ha�itats fa�• listed �pecies appear
lacking at the project site and no��e af these species �were abserved during �ield t�isrts. For these
reasans and tliose discussed abave, �ve recommend that a detec•niination of "na effect" o�i listed
species apply to this projec#, eYceNt for I�ts as noted above.
T}iis project �v�s revie�ved by NCDOT's Human Envi�bnu�ent Unit in 2011. Surveys tvere not
reqnii�etl for Ifistocic sti�ttetures or a��cheological resaiirces wit�i deterntinations of na effect (see
attached Forms).
NCDOT best man�gement p��ctices t�ill be used to rninimize and control sedime��tatiou aud
erosio» on this project. The constructian fare�i�an wil! revieiv �II erosion cantrol measures daily
to ensure sediment�tion and erasion con#rals are being effecti�ely cantrolled. If the de�ices �re
irot fiinctionii7g as inter�ded, they wi11 be re��laced immediateIy �vith better devices.

2.5 miles dotivnsh�eant ofti�e briclge). The Pigean Ri�er meets tl�e de�nitinn af a Traditional
Navi�able Water (TNW}. For these re�sons, �V� bCIIBV� RC1��i'S COV� Bi•ench is a Relatively
Permauent Water {RPW} and is under the jarisdietion of the U.S. Army Corps of Engineers. In
order to constre�ct the praject, it tvill be necessary to impact �vate�s of tl�e United St�tes in tlte
French Braad River Bflsin (CU 06010106). Specifically, NCDaT is i�equesting tn replace Bricige
No. �130309 �vith �n alcuninum bax culverr. Listed belo�v is a suntmaty of tite propased inipacts.
