This permit, issued on_? is subject to compliance with the application (where consistent
with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may subject
permittee to a fine, imprisonment or civil action; or may cause the permit to be null and void.
1. No marsh grass will be excavated and/or filled.
2. No excavated or fill material will be placed at any time in any marsh or
surrounding waters outside of the alignment of the fill area indicated on the
plat.
3. All excavated materials will be confined above mean high water and landward of
regularly or irregularly flooded marsh behind adequate dikes or other retaining
structures to prevent spillover of solids into any marsh or surrounding waters.
4. The dike disposal area will be constructed a sufficient distance from the mean
high water level or any marsh to eliminate the possibility of dike erosion into
or upon any marsh and/or surrounding waters.
5. The back fill material will be provided a ground cover sufficient to restrain
erosion within thirty (30) working days of project completion.

This permit action may be appealed by the permittee
or other qualified persons within twenty (20) days of the
issuing date. An appeal requires resolution prior to work
initiation or continuance, as the case may be.
This permit must be accessible on-site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification
not covered hereunder requires further Departmental
approval.
All work must cease when the permit expires on
December 31. 1988
In issuing this permit, the State )f North Carolina
agrees that your project is consistent with the North
Carolina Coastal Management Program.

8. Project summary The applicant proposes to extend his existing boat basin
50' to the east and adjoin the AIWW channel in front of his fishhouse
located under the new Holden Beach Bridge.

9(a) SITE DESCRIPTION:
The project site is located on the south side of the AIWW due
east and almost directly underneath the new Holden Beach high
span bridge. The site has access off of South Shore Drive
and is presently one of the main public launching areas in this
section of Brunswick County. The applicant runs a seafood
wholesale-retail house on the tract and utilizes the existing
boat basin and docking facility for commercial shrimp boat
unloading. A timber bulkhead runs along the entire perimeter
of the property just east of two cement boat launching ramps
which extend waterward of a large gravel parking lot. A newly
built dock runs parallel to the AIWW and was constructed with
a "U" shaped end which is located in the area to be dredged.
Water depths in the sandy bottom consist of ±1.5 -2' (MLW)
depths The area is classified as a secondary nursery area.
An 8'-12' wide cordgrass fringe exists along side the basin.
9(b) PROJECT DESCRIPTION:
The applicant proposes to excavate approximately 500 cubic
yards of sandy bottom (no marsh) adjacent to the AIWW down to
a -4' (MLW) depth in front of his dock. The basin will
average 50' in width by 60' in length. All dredge spoil is to
be removed by a large.dragline (110' boom) to an adjacent dune
blow out area. The vacant disposal site has natural sand dikes
around it presently. The large crane which is presently
working on the new DOT bridge will swing the spoil over an
estuarine shoreline area measuring approximately 140' by 180'
All spoil will dewater there.
10. ANTICIPATED IMPACTS:
The project as proposed will cause the dredging of approximately
3,000 sq.ft. of silt-sand bottom. Little negative biological
impacts are anticipated since this secondary nursery area is
already highly disturbed. Short-term turbidity impacts are
expected from the dragline activity. The adjacent proposed
spoil area is more than adeuqate in size to handle the small
amount of material. The use of the large crane should assist
in the clean placement of spoil materials away from the marsh
fringe. The work appears consistant with the land use plan.
