On behalf of Duke Energy Carolinas, LLC ("DEC"), I am submitting to you the Riverbend Steam Station Progress Report summarizing the work and activities undertaken with respect to closure of coal ash surface impoundments as required by the Riverbend Steam Station NPDES Permit NC0004961 Special Order by Consent ("SOC"), SOC No S16-005 Section 2. d. As required by the SOC, I certify under penalty of law that this document and all attachments were prepared under my direction or supervision in accordance with a system designed to assure that qualified personnel properly gather and evaluate the information submitted. Background and Summary On November 10, 2016, Duke Energy Carolinas, LLC ("DEC") and the North Carolina Environmental Management Commission entered into Special Order by Consent—EMC SOC WQ S 16-005 ("SOC") applicable to the Riverbend Steam Station ("Riverbend"). This report is submitted in accordance with paragraph 2.d of the SOC. In compliance with Section 2.d., this report summarizes the work and activities undertaken with respect to closure of coal ash surface impoundments at Riverbend, including a status update for necessary permits. The quarterly reports are due no later than the last day of January, April,July, and October for the duration of the SOC. A. Riverbend Steam Station Closure Summary Riverbend is located off of Horseshoe Bend Beach Road near the town of Mt. Holly in Gaston County, North Carolina, on the south bank of the Catawba River. The site contains two ash basins, as well as the Dry Ash Stack and the Cinder Pit. As of April 2013, all of the coal- fired units were retired. As of March 31, 2018, approximately 4,180,840 tons of ash has been excavated from the site, representing 87% of the total estimated ash on site. The N ("CAMA")Carolina Coal Ash Management Act of 2014 ( CAMA") requires that ash from Riverbend's ash basins be excavated and relocated to a lined facility, with the ash basins closed by August 1, 2019. The initial Excavation Plan was submitted to the North Carolina Department of Environmental Quality ("NCDEQ") on November 13, 2014, detailing the first 12-18 months of projected ash basin excavation activities. Updated Excavation Plans, including the status of necessary permits, have been submitted annually since then. The Riverbend facility continues to excavate ash by rail to the Brickhaven Structural Fill site. Between January 1, 2018 and March 31, 2018, the site has excavated and transported 328,141 tons of ash from the Riverbend basins. Excavation and transportation of the remaining ash is expected to be completed in 2018. Post closure activities, including decommissioning of the Primary and Secondary Dams, will begin following the completion of ash excavation activities. The Riverbend site is on track to comply with the CAMA deadline of complete excavation of the ash basins by August 1, 2019. Modification August 7, 2017 (R) This soil requires removal in order to excavate the ash below. Transportation and Dam Safety excavation activities must not impact a jurisdictional dam or dike. Primary and Secondary Excavation activities are Dam Decommissioning May 1, 2018 (T) initially staying 50 feet Request Approval away from the jurisdictional dike. Removing ash from the Primary and Secondary Ash Basins will have to be reviewed with Dam Safety. Breaching of dike will require Dam Safety approval.
