CAMA Permit Application Vernon Eugene Parish Carteret County RECEIVED J1 U N 1 `71.985 WATER QUALITY SECTION OPERATIO,nlg ,RANCH In reference to the recent application for the construction of a bulkhead along a dead end finger canal for Vernon Eugene Parish, the question is, will the project magnify the existing water quality problems within the canal. In March 1985, I visited the site and found a severe stagnation problem along the canal. Very low tidal amplitude was noticed causing a low exchange rate. It is expected that violations of fecal coliform standards presently exist as well as dissolved oxygen violations. An error was made in the March 7, 1985 memorandum that stated the proposed project would magnify existing conditions of the fecal coliform standards. It is believed that the construction of the bulkhead and the dredging of the proposed basin will not magnify existing water quality conditions. Should you have further questions, please advise. I ?/v „i f r . We have recently completed the review of a CAMA permit application by Mr. Vernon Parish for a bulkhead and minor excavation in a man-made canal in Cape Carteret. As you may remember, this project involves construction which will adjoin an existing bulkhead. Narrative d'escript'ion Mr. Gene Parish has recently completed construction of his new house on this manmade canal- located' in Country Club Point Subdivision just. east of the Town of Cape Carteret on Deer Creek in Carteret County. The house construction and all the landscaping was authorized by Carteret County's minor CAMA permit program late in 1984. The reader may recognize this project as being the same manmade canal that.was reopened in late 1984 via State Permit No. 111-84 issued to Ottmar Ruedrich. In order to stabilize his shoreline, the applicant needs to construct a bulkhead approximately 155',-long. The structure will be staked off at the MHW shoreline by the CAMA field consultant as an exemption pursuant to Subchap. 7K. The bulkhead has been included in this ap- plication as-an informational item..The applicant also may elect to construct a-61 wide pier that will parallel the bulkhead, 10. In order to get his recreational boat up to the bulkhead, and thus out of the center of the 1/3 of the canal width, the applicant de- sires to excavate a boat basin measuring 100' long by 10' wide to a depth of -4' MLW. This depth is compatible with the prevailing wa- ter depths in the manmade canal. The proposed.excavation will gene- rate some 75-100 cu.yds. of sandy material which is suitable.for, backfill material to the proposed bulkhead. Anticipated impacts The proposed project does not involve any-coastal wetlands or any submerged aquatic vegetation.. No other significant estuarine re- sources are involved with the proposed project.
