TEN�IYSON Secrefary The North Carolina Deparnnent of Transportation (NCDOT) is evaluating tlie extension of Stouts Siding (also lcnown as the CSX-SF line) in Union County, Narth Carolina (Figure l, p. 3). CLn-rently, the CSX SF-line consists of a single maiu track with a short (approxiinately 3,600-foot lon�) section of siding on the north side of the inain line. The current project involves the construction of a 10,000- foot long extension of this segment of siding, located to the north of the existing siding track and to the north of the extant rail (Figure 2—Figtu'e 5, pp. 4-7). The new siding extension conunences just south of Lndian Trail Road (SR 1008) and terininates north of Hayes Road (SR 1378). The planned unprovements include: • rebuilding the existing parallel siding hack from milepost SF-312.8 to milepost SF-313.4 on the existing Uallast and within the existing footprint, a distance of approximately 3,600 feet; • constructing the new siding track extension, extending for approxunately 10,000 feet from nulepost SF-313.4 to inilepost SF-315.3; • installing new powered turnouts in the inain track at either end of fl1e project and raili-oad signals to support the new control points within tlie existing rail footprint/ballast; and • grading and culvert improveinents thai will extend an e�sting culvert to the north side of the existing main track. No roadwork or new rail structures are anticipated as part of tl�is work. Given this scope, the Limits of Disturbance (LOD) for the extension improvements encompass all areas where ground disturbances are possible, including a 40-foot wide area along the 10,000 foot new siding track. This buffer will encompass the rail improvement area as well as the grading and culvert improvements. The general environmental study corridor established for the project includes the LOD plus a study buffer to evaluate current conditions. This buffer measures 16,300 feet in length and 350 feet in width: 200 feet north and 150 feet south of the existing rail. Currently, the project is state funded; however, the NCDOT Rail Division may pursue federal funding through the Federal Rail Administration (FRA) or Federal Highway Administration (FHWA) at some point in the future. Therefore, NCDOT will prepare two National Environmental Policy Act (NEPA) documents in order to satisfy both state and potential federal requirements: an FRA Categorical Exclusion (CE) checklist and an FHWA Programmatic Categorical Exclusion (PCE) checklist. Due to the potential involvement of several federal entities and the NEPA component, the undertaking requires compliance with Section 106 of the National Historic Preservation Act (NHPA), as amended. If the proj ect becomes a federal undertaking, a lead federal agency will be designated at that time. The purpose of this letter is to formally initiate the project review process with the North Carolina State Historic Preservation Office (HPO), as required by 36 CFR 800 and its implementing regulations. In addition, this correspondence seeks to define the undertaking's Area of Potential Effects (APE) in consultation with the HPO as required by 36 CFR 800.4(a)(1). The APE defined herein will guide historic property identification efforts conducted on this proj ect and be used to assess the effect of this undertaking on histaric properties through the Section 106 process. Based on the project parameters, it is recommended that the APE for subsurface resources include the project LOD as outlined above. It is further recommended that the APE for above-ground resources comprises the environmental study area, as defined above, plus any areas where alterations to a resource's setting and feeling may occur (the project viewshed). It is recognized that the APE may need to be adjusted based on field documentation and as project development proceeds; this is particularly notable for above-ground properties. We invite your agency to concur with this APE recommendation within 30 days of receipt of this letter.
