TROGDON, III GOVERNOR SECRETARY September 20, 2017 US Army Corps of Engineers NC Division of Water Resources Asheville Regulatory Field Office Mooresville Regional Office Attn: Ms. Crystal Amschler Attn: Ms. Donna Hood 151 Patton Avenue, Room 208 610 East Center Ave., Ste 301 Asheville, NC 28403 Mooresville, NC 28115 Subject: Nationwide 14, 23, & 33 Permit and 401 Water Quality Certification for the extension of existing rail siding along the CSX SF-line from west of the SR 1008 (Indian Trail Road) crossing to east of the SR 1378 (Hayes Road) crossing in the Town of Indian Trail, Union County, North Carolina, TIP No. P-5704 Percussive Activity Description Grading construction activities commonly use track hoe mounted jackhammer to break up rock encountered when blasting activities are not permitted or feasible. That is likely to be the case with the Stouts Siding project due to the proximity of the construction to the existing mainline. If hard rock is encountered, this type of inechanized activity would likely be utilized. If the rock is more weathered, it would be broken up by being ripped rather than jackhammered.
