Replace the existing bridge within single span bridge.

We propose to replace the 18' wooden bridge with a 36' single span concrete bridge. Impacts will include bank
stabilization, bridge abutments, and temporary dewatering. Excavator, crane, and trucks will be used during
construction. The project will be staged constructed with no temporary detour pipes.

I have enclosed a set of plans, a PCN application for NWP #14, and a vicinity map relative to the
proposed bridge replacement project on NC 197, Yancey County, NC.
We propose to replace the existing 18' timber bridge with a 36' single span bridge. Due to the
stream approach angles, bank stabilization will be necessary and impact 1001inear feet of Elk
Fork. In addition, one bridge abutment footing will be located below ordinary high water and
impact 221inear feet of Elk Fork. The project was previously submitted as a box culvert but has
been redesigned as a bridge. Temporary dewatering will impact 321inear feet of Elk Fork during
abutment construction.
Elk Fork is approximately 14 feet wide with a predominately cobble and boulder substrate. Elk
Fork is classified as WS-II, Trout, HQW.
Photographs of two double-barrel pipe culvert structures on private driveways downstream of the
existing bridge are included in the application.
Existing channel morphology will be maintained upstream and downstream of the bridge.
Riparian vegetation will be reestablished along disturbed areas associated with the project.
Stormwater will be diverted through grass-lined ditches or vegetated buffers prior to entering
streams.
This project may impact potentially suitable northern long-eared bat (Myotis septentrionalis)
(NLEB) summer roosting habitat. The project will follow the SLOPES procedure developed by
the Corps. The project is located within a red HUC. Minor tree clearing will be performed for
the project. A total of 2 trees will be removed during construction. The existing bridge is
constructed of timber abutments and timber beams. The crown to bed measurement (distance
from travel surface to streambed) is 4 feet.

Clearance between the bottom of the bridge and the stream surface is approximately 2-3 feet. A
survey of the bridge did not reveal any evidence of usage by bats. No effect on the remaining
Yancey County list of federally protected species (threatened or endangered) or designated
critical habitat will occur. Marella Buncick of US Fish and Wildlife Service will be copied on
the application for review.
As a part of the 401 Certification process, the project was processed through the DOT
Programmatic Agreement for Minor Project as required by Section 106 of the National
Historic Preseroation Act of 1966 and GS 121-12(a). No Historic Resources will be affected.
By copy of this letter, we request Marla Chambers, North Carolina Wildlife Resources
Commission Western Region Coordinator, to comment directly to the Corps concerning the
permit request.
By copy of this letter, we are asking the Area Roadside Field Operations Engineer, to comment
on the above project. Elk Fork is classified as WS-II, Trout, HQW. The project will not require
a trout buffer variance.

Description ofreview activities, results, �nd conclusions: HPOWeb reviewed on 11 October
2013 and yielded no NR, SL, DE, LD, or SS properties in the Area of Potential Effects (APE).
Yancey County current GIS mapping, aerial photography, and tax information indicated a mostly
wooded APE containing several resources dating to the first half of the twentieth century and
later (viewed 11 October 2013). The resources appear to be unexceptional examples of their
types and are located beyond likely project impact (approximately 125 feet and more to the
S/SW and 110 feet from the NC 197 centerline; approximately 325 feet northwest and 80 from
the NC 197 centerline; and approximately 164 feet from the NC 197 centerline, directly north of
the existing bridge). Constructed in 1955, Bridge No. 16 is neither included in the NCDOT
Historic Bridge Survey, nor representative of any distinctive engineering or aesthetic type.
Google Maps "Street View" confirmed the absence of critical historic structures and landscapes
in the APE (viewed 11 October 2013).
No architectural survey is required for the project as currently defined.
Whv the available information nrovides a reliable basis for reason�blv nredictin� that there
are no unidenti�ed siQni�cant historic architecturc�l or landscape resources in the proiect
area: APE extends 300 feet from either end of the existing bridge (NE-SW) and 100 feet to
either side of the NC 197 centerline (SE-NW) to encompass proposed construction activities.
While the comprehensive architectural survey of Yancey County dates to 1981, later additions
and the county GIS/tax materials and other visuals support the absence of significant
architectural and landscape resources in the APE. No National Register-listed properties are
located within the APE, including the Federal permit area.
Should any design elements, including detour improvements, of the project change,

Project Description: NCDOT's Division 13 proposes to replace Bridge No. 16 on NC 197 over Elk Fark
in Yancey County. Bridge No. 16 was built in 1955, and is considered to be functionally obsolete. There
may be minor ditch-line impacts. An off-site detour may be used during construction. The Area of
Potential Effects (APE) will measure approximately 50 feet to either side of the centerline of the
roadway/bridge and 200 feet from either end of the bridge. Based on these measurements and the size of
the current bridge, the APE measures approximately 39,528 square feet or about 0.91 acre, inclusive of
the existing roadway and structure.
SUMMARY OF CULTURAL RESOURCES REVIEW
Brief description of review activities, results of review, and conclusions:
A map review and site iile search was conducted at the Office of State Archaeology (OSA) on Thursday,
August 22, 2013. A comprehensive archaeological survey at this particular bridge location has never
been conducted, and no archaeological sites have been recorded within one-half (1/2) mile of the
proposed project. Digital copies of HPO's maps (Mt. Mitchell Quadrangle) as well as the HPOWEB GIS
Service (http://gis.ncdcr.gov/hpoweb/) were last reviewed on Tuesday, September 24, 2013. There are no
known historic architectural resources located within the vicinity that may have intact archaeological
deposits within the footprint of the proposed project. In addition, topographic maps, historic maps
(NCMaps website), USDA soil survey maps, and historic orthophotography were utilized and inspected
to gauge environmental factors that may have contributed to historic or prehistoric settlement within the
project limits, and to assess the level of modern, slope, agricultural, hydrological, and other erosive-type
disturbances within and surrounding the archaeological APE.
Brief Explanation of why the available information provides a reliable basis for reasonablypredicting
that there are no unidentified historic properties in the APE:
This is a State-funded project that will require a Federal permit and temporary easements. Existing ROW
appears to measure approximately 50 feet. Therefore, there may be impacts up to 25 feet beyond the
existing ROW along the project corridor. From an environmental perspective, the APE consists of the
narrow floodplain of Elk Fork and its steep sideslopes, and is composed primarily of Thunder-Saunook
complex soils, 8-15% slopes, very bouldery (TsC). A sliver of Evard-Cowee complex soils, 30-50%
slopes, stony (EcE) is also encountered. The archaeological APE for Bridge No. 16 is extremely
constricted. Based on current soil conditions, topography, and the orientation of Elk Fork in relation to
"No ARCHAEOLOGYSURVEYREQUIRED " farm for Minor Transportation Projects as Qualified in the 2007 Programmatic Agreement.

NC 197, the presence of intact archaeological Tnaterials within the APE is not anticipated. The steeply
sloped terrain along the west edge of the APE would »ot be conducive to containing intact archaeological
materials. In addition, Elk Fork basically hugs NC 197 and takes up most of the Northeast and Southwest
quadrants of Bridge No. 16, essentially removing those sections from being archaeologically tested. Soil
conditions and topography within the reinaining Sontheast quadrant are suspect at best, given the degree
of potential disturbance created by the current landscaping (i.e. residential driveway, fence, plantings,
satellite dish). The Office of State Archaeology (OSA) has not reviewed any projects within the vicinity
of Bridge Na 16 far their potential impact to archaeological resources. Overall, the project corridor is
unlil<ely to contain sigiuficant cultural, arcbaeological, or historical resources. Based on the infonnation
above, there should be no archaeological survey required for this project. If design plans change, then
additional consultation regarding archaeology will be required. At this time, no further archaeological
work is recominended. If archaeological materials are uncovered during project activities, then such
resources will be dealt with according to the procedures set forth for "unanticipated discoveries," to
include notification of NCDOT's Archaeology Group.
