REGAN Secretary Water Resources LINDA CULPEPPER Environmental Quality Interim Director April 20, 2018 RECEIVED/DENR/DWp The Honorable Janet C Parrott APR 2 5 2018 Town of Stovall Water Resources Post Office Box 100 Permitting Section Stovall,North Carolina 27582 Subject: Permit No.WQ0014046 Stovall WWTP Wastewater Irrigation System Granville County Dear Mayor Parrott, Staff of the NC Division of Water Resources (DWR), Water Quality Regional Operations Section(QWROS), Raleigh Regional Office (RRO)inspected the Town of Stovall Wastewater Irrigation System Permit No. WQ0014046 on April 18, 2018. We wish to thank Wayne Keeton who assisted during the inspection. The purpose of this inspection was to verify permit compliance. The current permit was issued July 24, 2015 and expires December 31, 2020. Wayne Keeton is designated as Operator in Responsible Charge(ORC) and Dale Mathews is designated as Back-up ORC. The ORC keeps accurate records and is familiar with information in his files. Records indicate that the flow meters were calibrated in 2017. Soil analyses were performed December 2017 and do not indicate any issues. The ORC stated that no residuals have been removed from the lagoons to date. The lagoon receives only septic tank effluent, so solids are not likely to build up in the lagoon. Groundwater monitoring is performed in March, July and November per the permit conditions. Operational records reflect all operations and maintenance activities. All monitoring data and field loading records indicate compliance with permit limits (69,000 gpd influent and 28.3 inches annual hydraulic loading). The facility averages about 19000 gpd and irrigates about 3-8"to the fields per year. Monitoring wells appear to be well maintained and locked per permit requirements. All wells are properly monitored and none indicate groundwater 2L limit issues. The location of the lagoons and fields are secured with fencing,properly signed identifying "Stovall WWTP" and locked gate at entrance. The treatment and storage lagoons were well maintained and freeboard was at 5.3 feet in the final storage lagoon which is compliant with the required "at least 2 feet". The level gauge is a float attached at the irrigation pump well with marked measurement interval that accurately indicate freeboard of storage lagoon. The primary lagoon level is controlled via valves to overflow pipes set at three different levels to allow management of steady level in this lagoon at desired level as valves are managed. The current primary lagoon freeboard was at about 3 feet. The ORC discussed his efforts to keep grass coverage on the lagoon banks. This is difficult due to seasonal duck and goose population. There were two small areas with sparse grass on dam between lagoons, but these did not show indication of erosion. The berm is mowed about twice a year. The irrigation fields were observed and all areas appear to be in excellent condition. The pump system was activated and field 7 was sprayed. A vacuum operated automatic pump primer and a manually operated pressure regulator prevents the sprayfield pumps from cavitating. All sprayheads appear to work and rotate properly. The ORC replaces sprayheads frequently due to damage by birds, freezing or degradation. A self cleaning spin filter in the wet well prevents solids from entering the irrigation system, so sprayheads rarely clog. The chlorinator system adding sodium hypochlorite at irrigation pump appears well maintained. Reported residual chlorine on the NDMR reports submitted indicate adequate disinfection for the wastewater as applied. No areas of ponding,runoff or leakage were observed. The ORC indicated that he normally irrigates one of the 8 zones each day irrigation is performed and he rotates through all zones equally. The grass crop appears well managed. Soils appear to be in good condition. Each home owner has a septic tank and pump which discharge into forced main collections system. All wastewater discharges into the primary facultative lagoon which overflows at a set level to the storage lagoon for irrigation as needed. The Town of Stovall pumps each septic tank as needed and maintains their pumps as a service to residents. The lagoons and spray system were operational at the time of the inspection and the components of the system are as listed in the permit and are being well maintained. There have been no violations noted for this site since last inspection in May 2016. The Wastewater Surface Irrigation System appears to be in compliance with the conditions of Permit Number WQ0014046.
