Here are some explanations to your questions answered by the project engineer. To clarify, we are currently proposing a
30' pipe with headwalls and wingwalls, and additional temporary impacts for the pump around, thus the 40' of
permitted footage.
I have also attached a zoomed in pdf of the pipe area for reference.

Adam,
We reviewed the trail layout and believe it to be the best balance between trail user safety and stream impact
minimization that we could achieve. We were fortunate to be able to secure an easement from the Optimist Club for
the proposed Greenway Trail that will connect the Wellness Center to the existing Boone Greenway Trail System.

However, the Optimist Club property has established baseball fields that are used for Watauga County's Parks and
Recreation program. The proposed trail and associated easement is located between the outfield fences and Winkler
Creek and it's tributary. A condition of that easement was that it could not affect the configuration of the existing ball
fields.
Another site constraint is the presence of a mapped floodway. The stream crossing had to be located out of the mapped
floodway so the project could meet a no -rise condition. Therefore, the stream crossing had to be located between the
floodway line and the exiting scoreboard behind the outfield fence. The proposed trail is located just 3' from the
scoreboard and 3'
from downstream headwall. We tried to minimize the skew of the crossing as much as possible, but also had to take
into account other safer factors as described below.
1. We needed to provide a radius and angle of the trail near the scoreboard that would allow for bicycle traffic as well
as pedestrian traffic.
2. We needed to provide a minimum shoulder on the trail so that the edge of the trail did not fall off over the
headwall/endwall.
3. At the crossing the trail had to begin to climb up to meet the existing parking lot and keep the grade near 8%.
Therefore, we had to begin filling at the crossing which created 2:1 graded shoulders that lengthened the skew slightly.
Unfortunately, there is a limited construction budget for the proposed connector trail that necessitated construction of
a culvert and not a bridge. Both Watauga County and Watauga Medical Center received grants from the State of North
Carolina to construct the proposed connector trail; otherwise, it would not have been possible. In order to make the
project financially feasible, the Town of Boone has offered to construct the trail using their own personnel and
equipment in a like kind manner instead of hiring a private contractor. If you would like to see copies of the
construction budget, we can make it available.

Would you please provide more of an avoidance and minimization/justification for these impacts. 40' of culvert is pretty
significant for a greenway.
Please provide a justification for why a pedestrian bridge isn't feasible, and assuming that justification is satisfactory,
then please provide information on the greenway can't cross the stream at a more perpendicular angle which would
reduce impacts.

I'm assuming we are just talking Boone Greenway specifically, not any other connector greenways (Middle Fork, etc.)

Adam,
I was looking through this one and need to get a better handle on what previous impacts have been issued for this trail
system. We've got several actions in our database for greenways in this area. Is there a master trail plan/map that you
can forward so I can correlate. Basically, we would consider impacts cumulatively so I need to figure out where we are at
with mitigation/permitting thresholds for any permanent impacts such as culverts (excluding stabilization/restoration
activities). Also, I may try and swing by next Wednesday (April 25th) if you wanted to meet/review.
