The letter that is included with this resubmittal has been used and approved by NCDEQ on
other jobs in Brunswick County I spoke with Brunswick County about your comment and they
confirmed that this letter is correct and accurate and that there is not anything else they can
provide Please note that other projects in this area have recently been released rfor sewer
permitting by NCDEQ using the attached letter As such we consider this Issue resolved and
permit issuance should not be delayed any further

III. Certification Statement:
I Ann Hardy, County Manager certify to the best of my knowledge that the addition of
the volume of wastewater to be permitted in this project has been evaluated along the route to the
receiving wastewater treatment facility and that the flow from this project is not anticipated to
cause any capacity related sanitary sewer overflows or overburden any downstream pump station
en route to the receiving treatment plant under normal circumstances, given the implementation
of the planned improvements identified in the planning assessment where applicable. This
analysis has been performed in accordance with local established policies and procedures using
the best available data. This certification applies to those items listed above in Sections I and II
plus all attached planning assessment addendums for which I am the responsible party.

Flow Reduction Approval
Brunswick County
Dear Mr.Lawing:
On November 10, 2003, the Division of Water Quality Non Discharge Permitting Unit
received a flow reduction request for 190 gpdhesidence for the collection systems that the County
manages andcontrofs.
The Information provided consisted of previous flow reduction approvals from the Division for
certain gaff course communities where the County has or is expected to take collection system
ownership and/or management or data from similar communities (Southeast Brunswick Sanitary
District (190 GPD)and St.James Plantation (200 GPD)). Additionally, twa1ve months of monthly
wastewater data and one month of daily wastewater flow readings from the Winding River WWTP
was provided. The County also plans to take over Sep TraI Plantation and Carolina Shores.
Currently, the County has an effective operation and maintenance agreement for the Sea Trail
Plantation WWTP.
The Division retains to the ability to evaluate flow reduction requests in a manner that
accounts for all pertinent factors and addresses Division concerns,even outside of 15A NCAC 2H
.0219(1)(3).The following observations have been made Ws respect to this request
1. The data provided does not cover the entire County(Le.permanent residents)nor is the
data fully in accordance with 15A NCAC 21-1.0219(1)(3).
2. The Division has recorded 210 GPD per unit as the allocated flow reduction for St.
James. The data provided with the submittal was a request to the county health
department in 1995 and ft Is unknown if a reduction was approved. However,our records
reflect that a flow reduction of 210 gpd/unit was granted by the Division.
3. The Winding River data calculated flow based on 176 units although there are Division
permits for approxirnateiy 1,133 tots plus a 820-student elementary school end 688
employees. This calculation based on the peak flow month of July 2003 and highest
three average daily readings was 191 GPO per unit. An Engineering Certification has
been received for all permits except the more recent permit Issued for the Section Q
townhomes.
4. Average daily flow at Carolina Shores WWTP during the peak month of August 2003
based on the top three daily readings is 0.385 MGD. The number and type of occupied
units is unknown.

5. Average daily Uow at St.James WWTP during the peak month of Ju y 2003 based an the
top three daily readings is 227,657 GPO Information from St. James indicates
approximately 1,103 connections have been made. This provides an estimated 206
GPD per unit.
6. The Northeast Regional plant Is newly operational. It is unknown what flow has been
diverted to this plant and adequate data is not yet available to use for lbw reduction
purposes.
7. The West Brunswick Regional plant Is not yet constructed or operational so no data is
available.
8. The Brunswick County Government Complex has been plagued with excessive flows and
must pump and haul wastewater to stay under permitted limits. It is unclear if and how
this complex plays into the flow reduction scenario.
9. Other approved flow reductions(besides the data provided)for surrounding conununifes
in Brunswick County are as follows:
a. Shallotte—210 GPD per unit
b. Magnolia Greens/Waterford—300 GPD per 3-bedroom unit
c. 904 Georgetown=185 GPD per abedroom trait
d Carolina Blythe(Carolina Shares)—200 GPO per unit
e. Bald Head island-305{SPD per unit
1. Si James Plantation-210 GPO per unit
Based an the above observations and calculations, the Division approves the use of 210
GPD far one to three bedroom units with an addIlfonal 70 gpd for each bedroom above three
for the following collection systems,once under ownership or permanent management by the
County: St.James Plantation(W00012151),Winding River Plantation(W00013785)and Sea
Trail Plantation(W00012748).Carolina Shores(NC0044873)can retain their flow reduction of 200
GPO/unit per the attached letter. However, the Division may re-evaluate this reduction, previously
approved in 1993,to ensure flows are still aligned with that granted.__ _ . .
!fat a future date,adequate data is collected(hat is representative of all the systems under
Brunswick County ownership or management(i.e.the Northeast Regional and West Regional plants,
coastal areas, permanent in-county areas and other resort communitleses)and such data reflects an
appropriate flow rate, this flow reduction may be modified to incorporate additional areas ancVor
modify the flow rates accordingly.
Permit modifications must be requested to apply this value to existing connections.
Regardless of the adjusted design daily wastewater flow rate.at no time shall the wastewater flows
exceed the effluent limits defined in the NPOES or Non-Discharoe omit for the treatment facility or
exceed the ca.ac' of the sewers downstream of an new sewer extension or service connection s.
