The 18" gravity main portion of the project runs along the east side of Beaver Creek. Adam Carter of Wetland Solutions performed the wetlands delineation for the project. The project route extends from a proposed Wal-Mart site near the intersection of Hwy. 401 and Hwy. 401 Business southward along Beaver Creek to Rockfish Road in eastern Hoke County. The package includes the following: 1. Seven (7) copies of the project drawings. Wetlands and temporary impact areas are indicated that correspond to the PCN on Sheets P&P - 02 through P&P - 06. The sheets are plotted at 11" x 17" and are true half-scale. The plans include layout and vicinity maps. 2. The property contains large areas of timbered uplands and smaller areas of forested wetlands (seeps) that drain into Beaver Creek. 3b. The gravity sewer interceptor begins north of US-401, parallels Beaver Creek for approximately two miles and terminates at the Beaver Creek crossing of Rockfish Road at the proposed sewer pump station site. All sewer flows are to be treated at the City of Raeford WWTP. The Contractor will install the sewer line with a trackhoe and smaller supporting equipment. No rock excavation is anticipated. 4. Avoidance and Minimization 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. The proposed gravity sewer interceptor was designed as per NCDENR DWQ regulations for wetland buffers. The routing maintains a 50' separation where the wetland boundary follows approximate with the run of stream. Where wetland fingers extend away from the stream at oblique angles the alignment crosses these areas at optimum angles to limit the temporary impacts. Watermain rated pipe are specified the these sewer legs. Manholes are placed outside the 50' wetland buffer. The legs of sewer main at wetlands crossings will be hydrostatically tested to insure a leakproof system. An anti seepage collar will be placed on the low end of each wetland crossing. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. It is not cost effective to bore under wetlands along Beaver Creek. The wetlands will be temporarily impacted by construction of the sewer interceptor, then restored to original grade, and allowed to return to wetlantd status. A maximum clearing width of 25' will be allowed in wetland areas for the open cut installation. A maximum of 10' will be maintained as a maintenance corridor. 2. In areas where open cut trenching of the water main is required, the wetlands will be impacted (temporarily) and restored to original grade. The Contractor will install anti-seepage collars through these wetland areas to prevent drainage of wetlands. Through the installation of erosion control matting, seeding and mulching, silt fence, sediment traps, rip-rp lined ditches, level spreaders, and other stormwater BMPs deemed appropriate by NCDENR Division of Land Resources and USACE, an erosion control plan will be designed, submitted, and approved before construction can begin. The Erosion Control system will be installed along the pipeline corridor and the BPS and GST sites to prevent sediment runoff from reaching surface waters. This will minimize stormwater runoff from the job site. The proposed sewer alignment utilizes the greatest practical buffer along the length of Beaver Creek in order to minimize impacts to wetlands and vegetative buffers while maintaining constructability of the project. Topography in the Beaver Creek watershed consists of multiple bluffs with steep descending slopes down to Beaver Creek and multiples seeps draining into Beaver Creek. The proposed sewer alignment must cross these seeps and wetland areas regardless of the buffers held along Beaver Creek. Silt fence, check dams, and sediment traps will be installed on the down-slope side of the project at specified intervals to prevent concentrated stormwater runoff from entering the riparian buffer areas. 6. Upon completion of the project, it is anticipated that other properties located within the Beaver Creek watershed will request access to the Beaver Creek sewer interceptor. Therefore the pipeline has been designed to provide wastewater collection capacity to the anticipated development within the Beaver Creek watershed. The location of the Beaver Creek watershed relative to the 401 growth corridor and the City of Raeford WWTP is conducive to allow further collection system expansion within this watershed. The surrounding lands are predominantly farmland and have been cleared of most vegetative cover for decades. The existing Hoke County water system and multiple NCDOT roads already provide adequate service to these areas. The proposed Beaver Creek sewer alignment utilizes the greatest practical buffer along the length of Beaver Creek in order to minimize direct impacts to wetlands and vegetative buffers while maintaining constructability of the project. Cumulative impacts to surrounding lands and water quality are not expected to be negatively adverse due to the development and mitigation guidelines established in the various Hoke County development ordinances that control land use, zoning, densities, etc. The various Hoke County development ordinances include the Zoning Ordinance, Land Use Plan, Flood Damage Prevention Ordinance, and Subdivision Ordinance. Effectively, these documents guide the county commissioners and all supporting staff in their planning stages of various projects in the County. Therefore, the Hoke County development ordinances is viewed as the authoritative document that controls cumulative impacts through the designation of land use, buffer requirements, conservation areas, and other growth corridors. Please note that this decision does not assure that the payment will be approved by the permit issuing agencies as mitigation for project impacts. It is the responsibility of the applicant to contact these agencies to determine if payment to the NCEEP will be approved. You must also comply with all other state federal or local CompensatoryMitigation by Private Mitigation Banks This acceptance is valid for nine months from the date of this letter and is not transferable. If we have not received a copy of the issued 404 Permit/401 Certification/CAMA permit within this time frame, this acceptance will expire. It is the applicant's responsibility to send copies of the permits to NCEEP. Once NCEEP receives a copy of the permit(s) an invoice will be issued based on the required mitigation in that permit and payment must be made prior to conducting the authorized work. The amount of the In Lieu Fee to be paid to NCEEP by an applicant is calculated based upon the Fee Schedule and policies listed at www.nceep.net.
