This site is being utilized by the North Carolina Department of Transportation as compensatory mitigation for wetland impacts associated with project B-3217. By copy of this letter, we are notifying you that no further monitoring of the site will be required since the construction and success criteria for the mitigation site has been met. SFCIE /RY March 9, 2009 Mr. Doug Huggett NC Division of Coastal Management Parker Lincoln Building 2728 Capital Boulevard Raleigh, NC 27604 Re: Bear Creek Bridge Mitigation Site, Onslow County, State Project No. 8.2261001, TIP No B-3217, Action ID No. 200300491, DWQ Proj. # 03-1246, DCM Permit No. 24-04 Mr. Huggett: As you are aware, the Department has monitored the Bear Creek Bridge Mitigation Site since its construction in May of 2006. Located in Onslow County, at Bridge No. 21 over Bear Creek on SR 1533, this 0.71-acre site was monitored for temporary wetland impacts associated with the B-3217 project. The temporarily impacted area, where mechanized clearing occurred, was left to revegetate naturally and must re-attain jurisdictional status at the end of three years; hydrologic monitoring was not required for this project. According to permit conditions, NCDOT was required to monitor the Bear Creek Bridge Mitigation Site for three years or until success criteria were met, with vegetation monitoring conducted each year. After each growing season, annual monitoring reports were submitted to the appropriate regulatory agencies via the Natural Environment Unit's (NEU) website: htrR /Avww ncdot orx/doh/preconstruct/ne/neu/Monuorin2/,LlonitoringRgports html After three years of vegetation monitoring, the Bear Creek Bridge Mitigation Site monitoring indicates that natural re-vegetation has occurred and the temporarily impacted areas have re- attained jurisdictional status. Individual annual monitoring data is provided within the monitoring reports available on NEU's website between 2006 and 2008. After the site visit NCDOT requests that the appropriate resource agencies provide written documentation stating that no further monitoring is required and that the site is closed.
