All interested parties are herby advised that the Wilmington District, Corps of Engineers
(Corps) has received an application for work within jurisdictional waters of the United States.
Specific plans and location information are described below and shown on the attached plans.
This Public Notice and all attached plans are also available on the Wilmington District
Website at: http://www.saw.usace.army.miI/wetlands.

Authority
The Corps will evaluate this application and a decide whether to issue, conditionally issue, or
deny the proposed work pursuant to applicable procedures of Section 404 of the Clean Water.
Act and Section 10 of the River and Harbor Act of 1899.
Location
The North Carolina Department of Transportation (NCDOT) proposes to construct the
extension of NCSR 1537 (Daniel Street) from NCSR 1518 (Baker Street) to US 258/NC 122
in Edgecombe County northeast of Tarboro (T.I.P. no. U-3826). The proposed 1.7 mile
roadway is a two-lane facility constructed on new location and will provide a new bridge
across the Tar River. The project is located in the Tar River Basin and lies within in the
I lydrologic Unit 03020103. The project crosses the Tar River and one unnamed tributary to
the Tar River.
Existing Site Conditions
The project area lies in the rural region of Edgecombe County. Land uses in the area consist
primarily of agriculture and forestry. The entire road alignment for U-3826 is currently
agriculture and forest lands.

NCDOT proposes mitigating wetland impacts at a ratio of 1:1 using mitigation sites listed in
the following table. The following mitigation sites are located within Hydrologic Unit
03020103.

Applicant's Stated Purpose
The purpose of the. project is to reduce traffic in downtown Tarboro and improve the route
between Tarboro and regional highways in eastern Edgecombe County.
Project Description
The following description of work is taken from data provided by the applicant. The
proposed project is approximately 1.7 miles in length and involves constructing a two-lane
roadway and a 1,540 foot bridge across the Tar River and associated wetlands. The proposed
project would permanently impact 1.48 acres of jurisdictional wetlands and 16 linear feet of
streams. There will be 0.23 acres of temporary fill in wetlands; 0.85 acres of hand-clearing in
wetlands; 10 linear feet of temporary stream impacts; and 1.09 acres of temporary impacts in
surface waters for a work bridge and work pad.
Other Required Authorizations
This notice and all applicable application materials are being forwarded to the appropriate
State agencies for review. The Corps will generally not make a final permit decision until the
North Carolina Division of Water Quality (NCDWQ) issues, denies, or waives State
certification required by Section 401 of the Clean Water Act (PL 92-500). The receipt of the
application and this public notice combined with the appropriate application fee at the North
Carolina Division of Water Quality central office in Raleigh will constitute initial receipt of
