Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: Approximately half of the property is forested, and the other half consists of agricultural fields. Forested areas, agricultural fields, rural development and a nursery surround the site. Please refer to the attached USGS Location Map (Figure 1), Wake County Soil Survey Map (Figure 2) and Existing Conditions Map (Figure 3) for more information on the project setting. 3b. Explain the purpose of the proposed project: The purpose of the project is to develop the property with the necessary infrastructure to provide suitable building areas for high density, single and multi-family home construction to serve the current and future residents of the Holly Springs area. 3e. Describe the overall project in detail, including the type of equipment to be used: The project consists of a high-density residential subdivision including roads, sanitary sewer, stormwater infrastructure, greenway trails, and amenities. To provide sanitary sewer service to the project, a pump station will be constructed on- site that will be connected to a sanitary sewer force main. The force main will run from the pump station located near the southern project boundary north and off-site to the Utley Creek Wastewater Treatment Plant. It begins as a 10-inch force main that increases to a 12-inch line near the intersection of Logging Road and Avent Ferry Road. There are six road crossings, one road widening and two sanitary sewer connections, which involve impacts to jurisdictional wetlands and streams, included in the project. Although a dock, greenway trails, an easement from the pump station to the adjoining property, and the force main overlap or cross jurisdictional areas, impacts have been avoided by design and construction techniques that will be explained in more detail later in the application. The attached Wetland, Stream and Buffer Impact Map Exhibits (Sheets 1 through 11) depict the overall project plan view along with details of each proposed impact as insets. Heavy equipment typical for road construction, utility installation and grading will be used to construct the proposed project such as track hoes, bulldozers, dump trucks and graders. Impact Justification and Mitigation 1. Avoidance and Minimization 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. The applicant requested a delineation of surface waters and wetlands prior to designing a site plan to avoid and minimize impacts to these resources to the maximum extent practicable. Six road crossings are proposed to gain access to high ground and provide safe ingress and egress for the number of people that will reside in the subdivision upon build out. The road crossing that stubs to the southern property boundary was required by the Town of Holly Springs (TOHS). It provides access to one lot but is designed to also provide interconnectivity with the property to the south for eventual connection to a future thoroughfare road contained in TOHS Comprehensive Transportation Plan (Figure 4). Because a stream channel with adjacent wetlands runs parallel to the southern property boundary, the connection could not be provided without crossing this stream. The road was aligned to provide the connection with the least amount of jurisdictional impacts. Its alignment was designed to avoid impacts to wetlands and includes sanitary sewer and water lines to minimize impacts to jurisdictional areas elsewhere. No addition jurisdictional impacts will be required to connect this road to the future thoroughfare road. Retaining walls have been used to minimize the impact to wetland areas that were not avoidable (Impact Areas 1, 2, 3, 4 and 5). Wingwalls were used to minimize the impact to the stream channel from Street B (Impact Area 7). There are two sanitary sewer connections (Impact Areas 6 and 8). One connects the adjacent property to the west and one connects to the south. These connections were required by the TOHS to provide these properties currently utilizing on-site septic systems and future development with the ability to connect the municipal sanitary sewer that serves Honeycutt Farm South. The project also involves construction of a sanitary sewer force main from the pump station in the southwest corner of the project north to the Utley Creek Water Reclamation Facility. Please refer to the vicinity map provided on Sheet 1 of 12 of the Wetland, Stream and Buffer Impact Map Exhibits. The alignment crosses two jurisdictional areas. A wetland on the north side of Honeycutt Road and Utley Creek prior to the connection with the WWTP. Impacts to jurisdictional areas have been avoided through design of the force main. Through the subdivision, the force main is aligned with the road system to minimize the impact to wetlands. The off -site wetland crossing on the north side of Honeycutt Road and the Utley Creek crossing will be installed using the directional drill/bore method to avoid impacting the wetland and stream. A gravity sanitary sewer line will also be installed across Utley Creek as an aerial crossing. See Sheet 11 of 11 of the Wetland, Stream and Buffer Impact Map Exhibits for a detail of this proposed crossing. A cross-section of the gravity sewer crossing is provided as Figure 5. At the pump station, an easement will be dedicated for a future connection to the pump station for the property to the south. No sanitary sewer line will be installed within this easement at this time; therefore, there are no jurisdictional impacts from this easement connection. The development also includes greenway trails that cross wetlands in three locations, two of which include stream channels. These crossings have been designed as boardwalks and pedestrian bridges to avoid impacts to streams and wetlands. A pier will also be installed over the pond between the amenity areas. b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. The project will be constructed in phases to minimize the amount of disturbance at one time. A Sediment and Erosion Control Plan for each phase will be developed and approved by the TOHS, and the project will comply with the supplementary NPDES Construction Stormwater Permit (NCG010000). Street B that crosses a flowing stream will be completed in the dry using a temporary diversion channel as shown in Figure 6. Due to the difficultly of working in the dry to replace the existing culvert under Honeycutt Road (Impact Area #9), a silt fence will be installed across the stream channel to control sediment from this culvert replacement. 2.
