After field verification, it was determined that the spring is not within the protected
buffer. NCDWR finds it acceptable to realign the proposed ditch. Please have the
contractor send updated plans illustrating the realignment.

I have reviewed the plan sheets. The spring appears to be outside the buffer zones, if
the buffers in the southeast quadrant are incorrectly labeled. Before authorization is
provided to realign the proposed ditch, could you please verify that the blue line

adjacent to the bridge is not a stream or body of water (see attached)? I couldn't find a
stream determination letter.

Please see the attached per our discussion. I enlarged the plans for better viewing. I
believe that Buffer Zone 2 in the southeast quadrant is incorrectly labeled. If so, the
action NCDOT is requesting may be entirely outside of the buffer. Let me know your
thoughts.
