Subject: Request for Additional Information - West Range Outfall Stabilization and Stream
Restoration - Buncombe County - DWR 20180339
The Division of Water Resources (DWR) has performed a review of a 401 Water Quality Certification application received
by DWR on March 16, 2018 for the above referenced project. The DWR has determined that your application is
incomplete and cannot be processed. The application is on -hold until the following information is received:
1. Based on discussions during our site visit on March 26, 2018 and the observation that stream channels are
actively eroding, it appears that several field adjustments to the design will be required during
construction. Please provide the proposed range for the following design parameters for each stream
reach. Additionally, please provide the basis for the design parameters (e.g., regional curves, reference reach,
models, and/or best professional judgment).
• Bankfull cross-sectional area
• Bankfull width (W)
• Width to depth ratio
• Maximum riffle depth
• Maximum riffle depth ratio
• Riffle lengths (L) and riffle length ratio (L/W)
• Riffle slopes (S) and riffle slope ratio (S/average reach slope)
• Maximum channel side slopes
• Pool to pool spacing (p -p)
• Pool to pool spacing ratio (p-p/W)
• Radius of curvature (Rc) and Radius of Curvature ratio (Rc/W) (only in areas where channel
realignment is proposed)
• Maximum step heights over structures
Pursuant to Title 15A NCAC 02H .0502, the applicant shall furnish all of the above requested information for the proper
consideration of the application. If all of the requested information is not received within 30 calendar days of receipt of
this email, the DWR will be unable to approve the application and it will be returned. The return of this project will
necessitate reapplication to the DWR for approval, including a complete application package and the appropriate fee.
