HomeMy WebLinkAboutNCS000115 Review DocumentNC Division of Energy, Mineral and Land Resources Review of Permit Renewal — NCS000115 Novozymes North America SIC 2869 — Industrial Inorganic Chemicals - Enzymes Monitoring —The facility has been monitoring for BOD, COD, TSS, TKN, NO2/NO3, TP and pH. Previous permit did have tier system (2 tiers) o Since 2012 the facility has had three exceedances of BOD and COD and one TSS exceedance. Had exceedances at each of their two outfalls, but not at the same event. BOD and COD exceedances in consecutive events in 2016. Following increased monitoring below benchmark. o Other parameters — no benchmark exceedances. o Maintain BOD, COD, TSS and pH in this permit. o Tier structure adjusted to have the three levels in current permits. o VM monitoring changed to be consistent with current permits. o Parameter codes added to permit. Buffalo Creek 28-22 in the Tar -Pamlico River Basin. 2014 Assessment Report shows no listing for this stream segment other than the statewide Hg listing and this facility has no indication of Hg source. Basin is NSW, but facility monitored for nutrient parameters since 2008 with no benchmark exceedances. NSW TMDL does not set any specific requirements for these facilities outside of new construction needing stormwater control through the local government and protection of any onsite stream buffers. NC National Heritage review — no record of any species or communities of concern within a one mile radius. See attached letter. RRO —Thad Valentine inspected the site on 3/8/2018. Based on their review no concerns were indicated for issuance. Thad did raise the question of whether vehicle maintenance applied if equipment maintenance was done outside. Provided response to Thad on this question. Facility also asked about discharge to impaired waters. It is in Tar -Pam NSW so no additional restrictions at this point given the measures already in place.
