DAVIS Director SUBJECT: Minor Modification of CAMA Permit No. 113-11 issued to the Town of Plymouth CAMA Major Permit No. 113-11 was issued on 21 September 2011 to the Town of Plymouth to construct a 9 slip deep water floating docking facility (22ft x 8ft access pier ending in a 136 ft by 8ft t -head platform with (5) 25ft x 4ft finger piers creating a total of 18 boat slips. The original permit had an expiration date of 11 April 2015. The permit was refined on 28 March 2012 to make the docking facility fixed which increased the shaded impact by 154 square feet. There was a major modification on 20 June 2013 to construct 265 ft of bulkhead, a 265ft long x 6ft wide wooden dock (creating a total of 23 boat slips), replace a 20ft long x 12 ft wide boat ramp and the (2) 32ft long x 5ft wide launch ramps, construct a 20ft long x lft wide groin, replace a 144sq ft gazebo, and construct a 29ft long x 11.5ft wide bathroom facility. The major modification had an expiration date of 31 December 2016. On 30 July 2013 the permit was refined to modify the wooden dock to 9ft wide. The permit was again modified on 14 July 2014 to replace an existing 3ft wide x 50ft long pier with a 5ft wide x 50ft long pier. The permit has been refined a total of two times and had one major modification. On 7 March 2018, the Washington District received a request to modify Major Permit No. 113-11. The applicant is requesting to bulkhead 160 feet of shoreline removing an existing dirt boat ramp and construct 160 t x 8 ft concrete boardwalk. The bulkhead will be constructed along NWL except for where the existing boat ramp is to be closed off. The town would like to extend its park bulkhead and boardwalk along the Roanoke River approximately 160 ft to the west as shown on the attached Site Plan. The new bulkhead and boardwalk would connect the existing bulkhead and boardwalk to the town's 50 ft pier. The town has sent an Adjacent Landowner Notification to Tom Harrison, whose property will be crossed by the project, along with a request to waive the 15 ft setback. He has indicated by email that he has no objections to the project crossing his property. The town has sent Adjacent Landowner Notifications to the two adjacent landowners, Sussex Enterprises Ltd, and William and Susan Forbes. I have attached cross section plans of the proposed bulkhead and boardwalk. I also have attached a check for $200 -- $100 for the permit renewal and $100 for the minor modification.
