NCDOT Division 2 Bridge Replacement Projects

The North Carolina Division of Coastal Management (DCM) has reviewed your
scoping request and performed site reconnaissance to evaluate the proposed
projects. We appreciate the opportunity to provide information relevant to the
potential permitting of the proposed projects by our agency.
Based on the information provided and site reconnaissance by DCM's
Transportation Field Representative for NCDOT's Divisions 2 and 3, we have
provided comments on the subject projects below.
It appears that the following projects will require a Coastal Area
Management Act (CAMA) permit prior to the commencement of

construction. Public Trust Area and Coastal Shorelines Areas of Environmental
Concern (AECs) will be impacted by these projects. It is anticipated that B-4595
will also impact Coastal Wetlands, as well as Public Trust Area and Coastal
Shorelines AECs. The scope of each project will determine whether a CAMA
General Permit or Major Development Permit is necessary to authorize the
work NCDOT is encouraged to coordinate with DCM during the project
development process to determine the appropriate permitting requirements for
the projects.
• B-4425 — Bridge No. 69 on SR 1136 over branch of Chocowinity Creek,
Beaufort County
• B-4430 — Bridge No. 135 on SR 1742 over Rowland/Bath Creek, Beaufort
County
• B-4595 — Bridge No. 14 on SR 1005 over Beard Creek, Pamlico County
• B-4596 — Bridge No. 28 on SR 1005 over Fork of Beard Creek, Pamlico
County
It appears that no AECs will be impacted by the following projects. Therefore, a
CAMA permit will not be required.
• B-4427 — Bridge No. 6 on SR 1422 over Big Swamp, Beaufort County
• B-4483 — Bridge No. 66 on SR 1232 over Grape Creek, Craven County
Although not anticipated for these projects, should the US Army Corps of
Engineers (USACE) require an Individual Permit, the NCDOT must certify to
the USACE and DCM that the proposed project will be conducted in a manner
that is consistent with the State's coastal management program in accordance
with the requirements of Federal Consistency (15 CFR 930).
It should be noted that the following project is not located within one of the 20
counties that make up the CAMA coastal zone and is not subject to the
provisions of CAMA or Federal Consistency, therefore, no CAMA permit or
Consistency Certif'ication will be required.
• B-4926 — Bridge No. 20 and Bridge No. 34 on NC 55 over Neuse River,
Lenoir County

Improvement Program bridge replacement projects to be let in 2019.
SEPI Engineering & Construction, Inc. (SEPI) is sending this correspondence on behalf of
the NCDOT Project Development and Environmental Analysis (PDEA) Unit. PDEA is
beginning the process of environmental and engineering studies for the bridge
replacement projects listed in the attached spreadsheet. In the near future, our Natural
Environment Section and/or Human Environment Section will be in contact with your
agency, as applicable, requesting project specific information. While we do not
anticipate a response to this notification if you have time sensitive concerns we
welcome your input.
