EXISTING ADT: 2040 ADT: COUNTY NCDOT DIVISION R/W DATE: LET DATE Project Description 2,600 3,900 LENOIR 2 June 2019 June 2020 Study Area STIP project B-4926 is located on NC 55 in Lenoir County, northeast of the City of Kinston, North Carolina. The proposed project includes the replacement of two functionally obsolete existing bridges, one across the Neuse River (Bridge No. 20) and one over a nearby wetland (Bridge No. 34). Bridge No. 20 was built in 1937 and has a sufficiency rating of 55.95. Bridge No. 34 was built in 1937 and has a sufficiency rating of 54.47. The project and surrounding area is located in a rural area with low-density residential. The Study Area includes low-density residential and some agricultural land. No notable recent growth or development are evident in the surrounding area. Notable Characteristics • Boating activity is present within the Study Area, with private boat docks present along the Neuse River. The Mountains-to-Sea Trail paddle route also includes the Neuse River in this area. • Several properties are used for agricultural purposes, primarily to the west of the bridge, with the majority focused on crops. • The bridges are located on Bicycle Route 40, known as the County Loop Route on the Lenoir County Bicycle Route. • Detouring could potentially affect mobility through the area. • The proposed off-site detour route is 16 miles long (includes NC 55, SR 1804, US 70, and US 258 Business). • This detour crosses the North Carolina Railroad and Norfolk Southern tracks between mileposts EC 26.4 and EC 28.8. The EC-line runs from west to east from Goldsboro East to Morehead City. Crossings on the offsite detours for B-4926 are equipped with flashing light signals and gates. No further improvement to the crossing warning systems are needed. • Based on comments from the NCDOT Division of Bicycle and Pedestrian Transportation, it is recommended that the NCDOT Project Planning Engineer incorporate 5-foot offsets on both sides of the bridge, continuing as paved shoulders for at least 100 feet on either side of the bridge, and 54-inch bicycle safe railings, to provide safe accommodation to bicyclists. B-4926 Handoui - Lenoir County :, page 2 Utilities • Aerial power is located along the south shoulder of NC 55 throughout the project limits. • Fiber optic telephone cable and direct buried telephone cable is located along the south shoulder of NC 55 throughout the project limits. • The fiber optic and direct buried telephone cables are aerial at both bridges. • A sanitary sewer line is located along the south shoulder of NC 55 throughout the project limits. • There is no evidence of water, gas, or storm sewer at or near the project. Alternatives Alternate 1 is to replace the bridge in place with an off-site detour. Alternate 2 is to replace just south of the current bridge with an on-site detour. The table below summarizes the impacts and estimated costs for each option based on functional designs prepared using GIS and aerial mapping. Utility impacts are expected to be high. Right of way cost is to be determined but not considered to be significant. With the impacts anticipated and the Neuse buffer rules, mitigation costs are expected to be high.
