Adam,
Would you please provide more of an avoidance and minimization/justification for these impacts. 40' of culvert is pretty
significant for a greenway. Please provide a justification for why a pedestrian bridge isn't feasible, and assuming that
justification is satisfactory, then please provide information on the greenway can't cross the stream at a more
perpendicular angle which would reduce impacts.

I'm assuming we are just talking Boone Greenway specifically, not any other connector greenways (Middle Fork, etc.)

Adam,
I was looking through this one and need to get a better handle on what previous impacts have been issued for this trail
system. We've got several actions in our database for greenways in this area. Is there a master trail plan/map that you
can forward so I can correlate. Basically, we would consider impacts cumulatively so I need to figure out where we are at
with mitigation/permitting thresholds for any permanent impacts such as culverts (excluding stabilization/restoration
activities). Also, I may try and swing by next Wednesday (April 25th) if you wanted to meet/review.
