164, SR. 1602 (Tanner Road) over Beaverdam Swamp, Halifax County. TIP No.

Dear Sirs:
Please find enclosed the Pre-Construction Notification for the above referenced project.
The existing bridge (41-feet long) will be replaced with a new bridge of approximately 102
feet in length on the existing alignment. Traffic will use an offsite detour during
construction. There are impacts to the buffers of waters of the U. S./State associated with
this project. The new bridge will completely span the creek and a much larger portion of
floodplain. The bridge replacement will result in a better hydraulic opening and provide
for increased wildlife passage beneath the future bridge. Beaverdam Swamp is located in
the Tar-Pamlico River Basin and is classified by the Division of Water Quality at this
bridge as C, Sw, NSW 28-79-30-1-1
The bridge will be removed by sawing the deck and lifting it out in sections. We will excavate
behind the end bents and fold them back, then remove them without dropping any components into
the creek. Timber piles from the existing bridge will be cut off at the mud line of the stream using a
hydraulic shear or other means that does not require construction equipment to get into the water.
Best Management Practices for the Protection of Surface Waters and for Bridge Demolition and
Removal will be strictly adhered to during the removal of the existing bridge.

The Fish and Wildlife Service (FWS) currently list two federally protected species for Halifax County
(Table 1).

Written concurrence was received from Gary Jordan that conservation measures are not needed for
the Dwarf wedge mussel at this time. No element occurrences are listed on the NHP database
within one mile of the bridge. No pine trees suitable for RCW foraging or nesting are in, or
adjacent to, the bridge. This project is not likely to jeopardize the continued existence of any of the
federally protected species listed in Halifax County.
No sites eligible for listing on the National Register occur within the area of potential effect. This
project will not affect listed or eligible historic properties.
Regulatory Approvals
USACE Section 404 Permit: This project has no Waters of the US impacts.
NCDWQ Section 401 Certification: This project has no Waters of the US impacts.
NCDWQ Buffer Rules: As bridges are an allowable use they require written authorization from the
Division of Water Quality. Only Buffer Rule approval is sought in writing.

The purpose of this project is to replace Bridge No. 164 Over Beaverdam Swamp in Halifax County because its
sufficiency rating of 46.9 out of 100 renders it functionally obsolete.

This project involves the replacement of Bridge #164, the rehabilition of the approaches to this bridge, and removal of a
portion of the existing fill slope in order to open up the floodplain at this crossing. Standard road and bridge construction
