PROJECT SUMMARY: The applicant proposes to reinforce an existing bulkhead and construct a new lift pad south of the existing travel lift with associated dredging, and to construct 48 dry stacks, 10 work racks, a warehouse, an office, and new parking. PROJECT DESCRIPTION: The project site is located at 914, 916, 917, 918, 919, 923, and 924 Basin Road and 924 Saint Joseph Street, adjacent to the Carolina Beach Yacht Basin and Myrtle Grove Sound, in Carolina Beach, New Hanover County. The project site consists of eight (8) contiguous lots located at the terminal end of Basin Road. To locate the project site from the Wilmington Regional Office (WiRO), travel from Wilmington into Carolina Beach on Carolina Beach Road (NC Hwy 421) for approximately 12 miles south. Continue over Snows Cut Bridge for approximately 1.3 miles south until you reach St. Joseph Street. Turn left onto St. Joseph Street and travel north approximately 0.25 miles until you reach Yacht Road, which will be located on the right. Turn right and continue on Yacht Road until it turns left onto Basin Road. Continue to travel on Basin Road until it terminates at the properties of interest. The existing uses adjacent to the project site consist of single-family residences within the Federal Point Homeowners Association along with the associated Federal Point Yacht Club Marina, which is to the south of the property. This marina currently accommodates approximately 109 slips. The property to the north is currently developed with an approximately 26 slip private marina along with associated parking and accessory buildings, which is currently owned by Mona Black Marina LLC. Existing structures on the highground portion of the site currently consist of a small storage building on the western end of the property (923 Basin Road) and a residence/warehouse (917 Basin Road). The eastern end of the site borders the Carolina Beach Yacht Basin/Myrtle Grove Sound (923 and 924 Basin Road). A new Marina Store/residence (20' by 40') with four (4) parking spaces on the high ground outside the AEC is authorized via State Permit 137-12, but has not been constructed. Existing water dependent structures along the approximately 160' of shoreline consists of a sheet pile bulkhead, constructed around a small upland boat basin, measuring approximately 50' in length by 18' in width. The basin accommodates a travel lift which launches and retrieves vessels for maintenance into the basin. Two (2) three -foot -wide travel pads extend approximately 45' in length and 19' apart along the basin. The travel lift also has a highground wash down area within the Coastal Shoreline 30 -foot buffer on the landward side of the bulkhead, measuring approximately 45' in length by 19' in width. The wash down area has a water recirculation pump system with solids and petroleum removal capabilities installed to treat the water. Along the northern terminus of the basin area there is an existing boat ramp that is currently earthen, but is authorized to be replaced with a new concrete ramp, measuring approximately 30' in length by 12' in width, which would extend approximately 20' below the NHW boundary. Waterward of the existing bulkhead on the southern end of the terminus of the travel lift basin is an access pier leading to a floating dock measuring approximately 160' in length by 8' in width. This floating dock terminates onto a second floating dock, measuring approximately 20' in length by 8' in width, which is oriented towards the north creating an "L -head" configuration. Three (3) floating finger piers are authorized by State Permit No. 137-12 each measuring from 14' in length by 5' in width, and spaced approximately 28' along the northern edge of the floating dock, but they have not been constructed. Four (4) mooring pilings are also authorized between these finger piers, but have not been installed. With the current configuration, this docking facility accommodates thirteen (13) vessels, and with the authorized configuration could accommodate up to sixteen (16) vessels. Mature live oak trees and wild grasses characterize the upland portion of the site. The northern portion of the site (923 Basin Road) follows the landward edge of coastal and §404 wetlands consisting primarily of Black Needle Rush (Juncus roemarianus) and Smooth Cordgrass (Spartina alterniflora). The Carolina Beach Land Use Plan classifies adjacent waters as Conservation, and the adjacent high ground portion of the project area as Developed. The waters of the Carolina Beach Yacht Basin/Myrtle Grove Sound are classified SB by the Division of Water Resources. They are NOT designated as a Primary Nursery Area by the N.C. PROPOSED PROJECT: The applicant proposes modify State Permit No. 137-12 to reinforce an existing bulkhead and construct a new lift pad south of the existing travel lift with associated dredging, and to construct forty-eight (48) dry stacks, ten (10) work racks, a warehouse, an office, and new parking. The application states that the existing bulkhead south of the travel lift would be reinforced with extra piles and deadmen to ensure safety for the construction of a new, upland concrete pad measuring approximately 75' in length by 12' in width. The new concrete pad would mirror the configuration of the existing concrete pad to the north of the travel lift, and would be sloped toward the central concrete pad with recycling system (See Sheet 3 of 3). The proposed area for the new concrete pad would be entirely within the 30' Coastal Shoreline AEC buffer. The western half of the area proposed for the concrete pad is currently graveled and the eastern half is vegetated by lawn grass and used as a sitting area with a picnic table. To access the new concrete pad, maintenance excavation is proposed just waterward of the existing bulkhead. The area to be excavated would measure approximately 35' in length by 14' in width and the application states existing water depths are approximately -2' at normal low water (N LW). The applicant proposes to excavate to -5' at NLW which is the permitted excavation depth of the remainder of the basin area. According to the workplan drawings, connecting water depths are -8' at NLW (See Sheet 3 of 3). The material would be excavated mechanically by bucket -to -barge method, which would result in the removal of approximately 45 cubic yards (cy) of material. The excavated material would then be placed on the highground portion of the western end of the site in an area measuring approximately 50' by 50', landward of the 30' Coastal Shoreline AEC buffer and stabilized by silt fencing. Once the material is dewatered, it would be spread onto the highground area. Proposed upland development includes a dry stack facility capable of storing forty-eight (48) small vessels with ten (10) work racks (914-918 St. Joseph Street) measuring approximately 92' in length by 90' in width. Associated parking with this dry stack area would measure approximately 95' by 40' and 100' by 35' (See Sheet 3 of 3). This building and parking area would be located landward of the Estuarine Waters and Public Trust AECs. On the northwestern corner of the property (924 St. Joseph Street) would be a mixed -used building consisting of an office and warehouse measuring approximately 77' by 40' with an associated parking lot measuring approximately 15' by 25'. The area where this building is proposed would also be the spoil disposal site for the proposed excavation. This building and parking area would also be located landward of the Estuarine Waters and Public Trust AECs. 11. ANTICIPATED IMPACTS: The proposed maintenance excavation would disturb approximately 490 ft2 soft bottom area, and would result in the removal of approximately 45 cy of material. The material would be placed on the project site and would result in the disturbance of approximately 2,500 ft2 of highground once the material has de -watered and is spread out on-site. The proposed concrete pad would fill approximately 900 ft2 within the Coastal Shoreline 30' buffer, 450 ft2 of which is currently pervious and vegetated with lawn grass, and 450 ft2 of which is currently impervious. The proposed upland development portion of the project outside the AEC would disturb approximately 26,000 ft2 of upland area or approximately 32% of the entire tract. Total impervious surface coverage within the 75 -foot Estuarine Shoreline AEC would be approximately 84%, 79% of which is currently impervious. The new concrete pad would result in the conversion of 5% of the AEC from pervious to impervious. The application states that a stormwater permit has been submitted for review. The proposed impervious area associated with the multi -use building and the associated parking areas would be located landward of the Coastal Shoreline 30 -foot buffer area. The current existing permitted lift well with wash down recycling system is functioning perfectly for servicing larger vessels. The owners have developed a steady client base over the last few years with the services they are cvuently offering the community. In doing so, they have discovered that there is also a large demand for the ability to launch/haul, service and store smaller vessels on Pleasure Island. I have attached plans depictin&what has been permitted and is currently existing, what has been permitted but yet to be completed and what is being proposed along with the associated locations. Carolina Beach Boatyard and Marina would like to continue servicing their established clients with the larger vessels but would also like to offer those same services to the local boating community with smaller boats. The proposed concrete pad to the south side of the existing lift well will be sloped back to the existing concrete pad with recycling system This will ensure that any run-off or bilge water will be captured, treated and recycled. The existing bulkhead wail will be reinforced with extra piles and deadmen to ensure safety. A small area (apx 12' x 20') will need to be excavated to a depth of 5' MLW to allow for launching and retrieving of vessels by forklift and will not be tide depended. Proposed dredging will connect with permitted -5 MLW. Approximately 45 cubic yards is proposed to be removed and will be utilized on site as fill. Maintenance dredging was included in the original permit along with a permitted spoil site for future maintenance. The (48) dry stack slips and (10) service racks will allow space for the necessary routine boat repair and maintenance that many local residents currently do not have. It will also provide a place for locals to keep their boats, helping reduce the number of people utilizing the Marine Wildlife Fisheries boat ramp on Pleasure Island. It will also offer people who are elderly or have specials needs a location to safely access their vessels safely with the staffs assistance. All proposed storage and maintenance of vessels will be located as far from the accessible water as is feasibly possible. Parking has also been considered in the proposed plans and is depicted in the drawings. The construction of (3) 4' x 20' permitted finger docks allows for the (14) permitted wet slips and will allow both Iarger and smaller vessels a staging area when using their boats. The amount of water front property available to the public is continuing to diminish. Pleasure Island currently does not have a business that offers these services along with water access to their residents. The addition of the proposed concrete pad and associated lift well and dry stacks will help to satisfy the local public's need for commercial and recreational water access.
