NCG i 90000 Introduction The Site is an approximately 48 acre property on the Chowan River in Chowan County, North Carolina. The Site is located at 125 Dye Plant Rd. and is accessible from Rocky Hock Rd. (SR 1222) and Dye Plant Rd. (SR 1220). The Chowan County Tax Property Identification Number (PIN) is 697018414355. The subject property is the former Site of United Piece and Edenton Dye Works, which was a dye plant for the textile industry from the 1965 through 2006. The Site has received a CAMA Major Permit, 401 Water Quality Certification, State Sedimentation and Erosion Control Permit, State Stormwater Exemption. In addition, this Site has been accepted into the NC Brownfields Program in 2017. Existing Conditions Location of all existing improvements are shown on the CAMA Major Plan. There are two large metal buildings that currently exist on the site. There are extensive asphalt and gravel roads on the site, as well as concrete pads that once served as the foundation of accessory buildings and storage areas, a boiler room and pump houses, etc. In the footprint of the Main dye plant structure is the concrete foundation which was not demolished. There is an existing concrete pier (extends approximately 860 linear feet into the Chowan River) on the subject property that was built in conjunction with the dye plant. Based on review of available elevation data (topographic maps, Google Earth data and collected survey data), elevations of the site vary from about 5 feet above sea level to about 35 feet above sea level. Based on discussions with NCDEQ, DEMLR, all currently existing impervious surfaces, including paved surfaces, compacted aggregate drive surfaces and roofed structures can be built upon without the need for a State Stormwater Permit. If there is no net increase in impervious coverage associated with the project, there would be no State SWMP required. There are two existing stormwater discharge pipes (shown on the attached) that will remain_ Steven Towing has completed the permitted dredging associated with the barge fleeting area and maintenance facility project. The permitted bulkheading has been completed and the permitted ramp is under construction. Stormwater Outfalls There are two pre-existing stormwater outfall pipes that will remain. Their location is shown on the plan and is included in the NCG190000 application. The only other outfall is the permitted barge ramp that is under construction at this time. The ramp location is shown on the plan along with a cross-section. This barge ramp will be used to pull barges in for maintenance and for launching barges after on-site maintenance. All sand blasting, painting and other debris generated in the maintenance bay will be collected inside the contained bay. In the sandblasting process, the equipment used includes a 4,000 psi jet vacuum with a return hose that allows water to be reused and self contains the sand used in Chowan River Barge Facility Stevens Towing Co. NCG190000 the process. Any runoff will be collected by a trench drain that will filter and direct runoff to an infiltration basin (as shown and permitted). All solids collected in the bay and residues trapped by the filtration system will be placed in a holding tank and property disposed of at an off-site landfill. The water will be directed to an infiltration basin adjacent to the maintenance bay (in the location shown on the plan) through a trench drain. The trench drain collector will be fitted with an Aqua -Guardian TM Catch Basin Insert (or similar product) sized according to manufacturers specifications and will be capable of removing TSS (sediment and paint chips) and oil and grease that may be rinsed off of the boats. The proposed catch basin insert will provide filtration to remove solids and will have a grease trap that will prevent oil and grease from entering the infiltration basin. The insert will require maintenance based on the amount of usage according to manufacturers specifications. During maintenance activity in the bay, a vinyl enclosure on wheels will be rolled over the active working area to encase the barge and trap airborne substances.
