3a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this
application:
NC304 is a two-lane state highway. Land surrounding Bridge No. 40 is primarily rural residences and undeveloped land
comprised of tidal freshwater marsh bordered by agricultural fields and pine flatwoods.
The existing bridge is a 3 span, 52 foot 4 inch long reinforced concrete floor structure on timberjoists with bents that are
timber caps on timber piles. Relic wood piles are located in the water at the bridge and have been cut to water surface
level. Land use in the vicinity includes timber production, agriculture, and rural residential.

0.27 acre. Site is part of a larger adjacent wetland system.

Replace a deficient bridge structure with a new safer facility that meets new design standards.

The project will remove all components of Bridge No. 40 without dropping any pieces in the water and will remove relic
wood piles in the water by pulling them straight out using cable tied to the limber. Sediment curtains will be used around
piles to reduce sediment in the water.
The new bridge will have 3 pre-cast concrete cored slabs, concrete and steel substructure on concrete piles, and will be
approximately 90 feet long with a clear roadway width of 33 feet. Bridge replacement and roadway approach construction
will use typical equipment such as track hoes, excavators, dump trucks, paving machines, and rollers.

Avoidance Measures: Existing roadway and bridge alignment will be maintained during staged construction and an on-site
detour will avoid need for a temporary detour bridge by using a portion of the existing bridge to maintain traffic flow. The new
structure will be constructed using pre-cast concrete components which avoids potential impacts from live concrete. During
demolition, components of the existing bridge will not be dropped in the water. Sediment curtains will be used around relic
pylons to prevent sediment from entering the water column.
Minimization Measures: Welland impacts have been minimized to the extent feasible, with impacts occurring only where new
location of bridge bents and piers are required to support the structure and installation of safety guard rails. Existing roadway
and bridge alignment have been maintained to minimize impacts.
