On July 28, 2004, the Division of Water Quality (DWQ) received your application dated July 13, 2004 to
impact 0.61 acres of wetlands and 2,79 acres of waters to construct the proposed Phase 6 of the
subdivision. The DWQ has determined that your application was incomplete and/or provided inaccurate
information as discussed below. The DWQ will require additional information in order to process your
application to impact protected wetlands and/or streams on the subject property. Therefore, unless we
receive the additional information requested below, we will have to move toward denial of your
application as required by 15A NCAC 2H .0506 and will place this project on hold as incomplete until we
receive this additional information. Please provide the following information so that we may continue to
review your project.
Additional Information Requested:
1. Plan Details
a. Please provide the location of any proposed stormwater management practices.
b. Please provide detail for the stormwater management practices.
c. Please specify the percent of project imperviousness area based on the estimated built-
out conditions.
d. Please indicate all stormwater outfalls on the site plan.
e. Please provide a map that clearly presents the proposed impacts to the waters of the state with
overlays of the future lot design.
f. It appears that there are wetland impacts that have not been accounted for on Larose
Court (Sheet 4). Please provide proposed impacts (in acres) for the small wetland area
to be filled by Larose Court. Please account for the additional small impacts: south
side of Impact# 1 & #2, east side of #3, wetland west of impact #6, south east corner of
wetland to west of impact# 9, western finger of impact #9, west side of wetland south
of impact #9 and east side of impact #11.

2. Mitigation
Please provide a mitigation plan that provides adequate mitigation for the 48,6671inear feet of
stream impacts. Grassed swales are not considered mitigation for stream impacts.
Please respond within three weeks of the date of this letter by sending this information to me in writing
and Noelle Lutheran of the DWQ Wilmington Regional Office. If we do not hear from you within three
weeks, we will assume that you no longer want to pursue this project and we will consider the project as
withdrawn.
This letter only addresses the application review and does not authorize any impacts to wetlands, waters
or protected buffers. Please be aware that any impacts requested within your application are not
authorized (at this time) by the DWQ. Please call Ed Schwartzman or Mr. John Dorney at 919-733-1786
