PROJECT SUMMARY: The applicant proposes to construct a 14'x 28' boat house over an existing boatlift attached to an existing pier and platform. Field Investigation Report Page 2 Project Setting The development site is located at 1705 Arapahoe Trail (off SR 1247), Arrowhead Beach Subdivision, Edenton, Chowan County, adjacent to the Chowan River. The property is a 50 ft by 260 ft (13,000 sq. ft.) lot with an elevation of approximately 21 ft above normal water level (NWL). The property currently has a single family residence, a 50 ft long shoreline bulkhead, a 74'x 5' pier with a 16'x 16' platform, and a 12'x 12' boat lift. General permit #51654A was issued on Feb. 18, 2008 to install the boatlift. The properties adjacent to the development site also have single family residences, bulkhead, and existing piers and boathouses. The water depth in the Chowan River where the development is proposed is approximately 4 ft. The property is vegetated with typical lawn grasses as are the adjoining properties. The waters of the Chowan River in the area are classified as B NSW by the Division of Environmental Management and are closed to shellfish harvesting. There were no observed submerged aquatic vegetation in the area of the development. There are no known archaeological sites associated with this property. Development Proposal The applicant proposes to construct a roof over the existing boat lift to create a 14' x 28' boathouse. The existing pier and platform extends 90 ft out into the Chowan River and the proposed boathouse would be adjacent to these structures. The width of the Chowan River at the site of the development is approximately 8,500 ft and the depth near the site is 4 ft. Adjacent piers are of similar length and also have boathouses. Anticipated Impacts The construction of the boathouse will result in the shading of 392 additional sq. ft. of Public Trust Area, Estuarine Waters Areas of Environmental Concern. The site currently shades 256 sq. ft. with the existing platform. Temporary water turbidity will occur during construction. Submitted by: Kelly Russell Date: April 22, 2009 PROJECT NARRATIVE ROOF FOR EXISTING BOATLIFT The size of this roof is less than 400 sq. ft. A major permit, rather than the usual general one, is being sought because this waterfront home is constructed on a 50 foot wide lot. This community is called the "Arrowhead Beach and Boat Club", and there are a number of boat covering roofs along the waterfront, many of which are on 50 ft. lots. We are on the Chowan River, which is approximately 2 miles wide at this location. The closest navigable channel is more than 1000 ft. offshore. The main shipping channel is more than one mile offshore. We have owned this property for 30 years. I am 71 and my wife is handicapped, and a roof over our boatlift will greatly increase our use of our pontoon boat, as it will keep it dry and much cleaner. Construction method will be standard roof supported by posts driven in river bottom. Posts and framing wood will be pressure treated and fastened with stainless steel or hot-dipped galvanized nails and bolts.
