This is a low impact bridge replacement project. Detour route on existing SR 1336 using staged construction to maintain traffic. Area of Potential Effects (A.P.E.) is approximately 610 meters (2,000 ft.) long and 30 meters (100 ft.) wide. The A.P.E. includes the area within 305 meters (1,000 ft.) from each end of the bridge and within 15 meters (50 ft.) of each side of the road. The project is State-funded, will require Federal permits, and will require easements. No design plans have been provided. NOTE: This project was originally reviewed in 2013 (PA 13-10-0033). A No Archaeological Survey Required form was submitted on 9/26/2014. (The 2013 A.P.E. was smaller [half as long] than the current one.) The project was re-submitted in 2017, and an Archaeological Survey Required form was submitted on 6/12/2017. The recommendation was changed to no survey required after a site visit. Sof16 Archaeological Reconnaissance for the Replacement of Bridge 249 on SR 1336 (Hawkins Beach Rd.) over Duck Creek, Beaufort County, North Carolina (Programmatic Agreement # 13-10-0033) By Caleb Snzith (10/30/2017) The North Carolina Department of Transportation (NCDOT) proposes to replace Bridge 249 on SR 1336 (Hawkins Beach Rd.) over Duck Creek in Beaufort County (see locator maps above [Figure 1]). Tl�e bridge will be replaced in-place using phased constructioi� in order to maintain traffic. The Area of Potential Effects (A.P.E.) for the project is approximately 610 meters (2,000 ft.) long and 30 meters (100 ft.) wide. This includes the area within 305 meters (1,000 ft.) fi•om each end of the bridge and 15 meters (50 ft.) from centerline on each side of the road. The bridge is oriented approximately north-south (330°). This project was fust reviewed in 2013. A No Archczeological Survey Required form was submitted on 9/26/2014. The 2013 A.P.E. was smaller (half as long) than the current one. The landfonns within the smaller A.P.E. did not appear to have much potential for prehistoric archaeological sites. The project was re-submitted for cultural resources review in 2017 with a much larger A.P.E. The current review included an examination of the topographic map (Bath, N.C.), the Beaufort County soil survey, and an aerial photograph, as well as background research about previously recorded sites, previous archaeological surveys, and previous environmental reviews at the Office of State Archaeology (O.S.A.). The A.P.E. included the level uplands on each side of Duck Creek, a landfonn with a moderate to high potential far prehistaric archaeological sites. The highest potential area is the part of the upland immediately adjacent to the water source. Sites are usually found along the edge of the upland, and are less common farther away from the water source. The soils in the A.P.E., Tarboro sand and Altavista fine sandy loam, are both well-drained upland soils. Since the landforms within the A.P.E. included well-drained, level uplands overlooking a stream, an archaeological survey was recommended on 6/ 12/2017. Background research also included an examination of historic maps of the area. An 1874 map shows there was a road and bridge in this general location (U.S. Coast and Geodetic Survey 1874). The area in the vicinity of the northwest quadrant is shown as an agicultural field. No structures are shown in the A.P.E. The map shows a mill pond along the east side of what would become bridge 249. Presumably the road ran along the top of the dam to cross the creelc. There may have been a structure on the dam along the north side of the creek (mill building?) but it is hard to tell. None of the other maps label a mill in this area. A review of other maps shows no structures in this vicinity in 1908 (N.C. Geological and Economic Survey 1908), 1914 (U.S. Post Office Deparhnent 1914), or 1919 (U.S. Dept. of Agriculture 1919). A 1938 map does not show the road crossing Duck Creek at this point (N.C. State Highways and Public Warks Com�nission 1938). These highway maps tended to show the major roads and not always the smaller ones. However, it is odd that it doesn't show the road or the bridge if they were maintained by the state. It does show a group of "lodges" along the north side bank of Duck Creek in the vicinity of the road, but this map is not detailed enough to identify specific locations. The visual exainination of the project area found that the land within the A.P.E. is disturbed roadside and drainage ditches, and that the upland landfonns outside of the A.P.E. have been disturbed by recent logging activity. Therefore, the recommendation was changed to no archcreological survey requi�ed. The landform in the northeast quadrant appears to be poorly-drained from the bridge north for approximately 60 meters (197 ft.), then a gentle slope up to a level upland (Figure 3). As mentioned above, level upland landforms overlooking a stream/swamp/wetland have a moderate to high potential for prehistoric archaeological sites. The visual examination found this area includes the disturbed roadside, a drainage ditch, and a powerline right of way (Figure 4). The upland landform outside of the A.P.E. appears to have been logged in the recent past. The area was covered with sparse vegetation, piles of small logs and branches, and the ground surface was crossed by deep furrows (Figure 5). The furrows indicate this was a pine "plantation" with the trees planted in rows for eventual harvest. Modern aerial photographs (courtesy of NC One Map GeoSpatial Porta� show the A.P.E. was wooded between 1993 and 2012, and was logged between 2012 and 2016. The area had good surface visibility and the land within and adjacent to the A.P.E. was inspected for archaeological sites. No artifacts were identified in this quadrant. The A.P.E. for the project extends 15 meters (50 ft.) west of the centerline. The visual examination found this area includes the disturbed roadside, a drainage ditch, and a wooded benn between the ditch and the upland (Figure 6). The upland outside of the A.P.E. appears to have been logged in the recent past. Like in the northeast quadrant, the area was covered with sparse vegetation and piles of branches and logs (Figure 7). The ground was scarred by deep furrows. Like the northeast quadrant, the A.P.E. was wooded between 1993 and 2010. It appears that the south half of the A.P.E. was logged by 2012. The north half was logged sometime between 2012 and 2016. The area had good surface visibility and was inspected for archaeological sites. No prehistoric artifacts were seen in the A.P.E. A scatter of historic refuse was noted near the northern edge of the northwest quadrant. This was interpreted as a modern refuse dump. As mentioned above, the historic maps do not show any structures in the vicinity. However, the 2007 aerial photograph shows there was an access road off of SR 1336 in this vicinity, and this was probably an area where cars could pull off the road. These areas often become informal dumps for those who can't quite make the drive to the local landfill. The outline of the access road can be seen in the recently-logged area on the most recent aerial photograph. The landform in the southeast quadrant appears to be poorly-drained from the bridge south for approximately 60 meters (197 ft.), and then a gentle slope up to a level upland (Figure 8). The A.P.E. for the project extends 15 meters (50 ft.) east of the centerline. The visual examination found this area includes the disturbed roadside, a drainage ditch, and a slope up to the uplai�d (Figure 9). There is a powerline right of way along the side of the road in this quadrant. The upland appears to have been logged in the recent past (Figure 10). Like in the northwest and northeast quadrants, the area was covered with sparse vegetation and piles of branches and logs. The ground was deeply furrowed, indicating this was a pine "plantation" with the trees planted in rows for eventual harvest. (The aerial photograph clearly shows the trees were planted in rows.) The area had good surface visibility and was inspected for archaeological sites. No artifacts were seen in the A.P.E. The landform in the southwest quadrant is poorly-drained froin the bridge south for approximately 60 meters (197 ft.), and then a gentle slope up to a level upland (Figure 11). The A.P.E. for the project extends 15 meters (50 ft.) west of the centerline. The visual examination found this area includes the disturbed roadside and a drainage ditch. The upland appears to have been logged in the recent past. (The most recent aerial photograph shows this quadrant as wooded.) Like in the other quadrants, the area was covered with sparse vegetation and piles of branches and logs (Figure 12). The ground was deeply furrowed. (The aerial photograph clearly shows the trees were planted in rows.) FigL�re 11: North view of the so�ithwest quadrant. One artifact, a prehistoric projectile point, was collected from the surface outside of the A.P.E. It was found approximately 180 meters (591 ft.) south of the bridge and 40 meters (131 ft.) west of the road. Examination of the ground surface did not identify any other artifacts (assigned isolate number 31BF438). The projectile point is a serrated, corner-notched type fashioned from a dark gray ir�eta-volcanic stone (Figure 13). It matches the description of a Palmer corner-notched projectile point in Coe (1964:67), which describes it as a small corner-notched blade with a straight, ground base and pronounced serrations. . This projectile point is a diagnostic artifact of the late Paleo-Indian or Early Archaic period (8,000-7,000 B.C.). The Palmer corner-notched point and the Kirk corner-notched point are very similar, although the Kirk points tend to be larger. Also, the Palmer points tend to have ground bases. Phelps (1983:21) describes Palmer corner-notched points as a small "transitional" type of point (between the Paleo-Indian and Early Archaic periods). Palmer points are more numerous and widely distributed throughout the Coastal Plain than the earlier "fluted" Paleo-Indian points. Ward and Davis (1999:53-55) discuss the similarities and differences between Palmer corner-notched and Kirk corner-notched projectile points. Daniel (1998:59) suggests that the ratio of tang length to tang width may be a way to differentiate between the two point types. In conclusion, a visual examination of the project area found that the landforms within the A.P.E. have a low potential for archaeological sites. The A.P.E. includes the area within 15 meters (50 ft.) of the centerline on both sides of the road. Visual examination found that most of the A.P.E. consists of disturbed roadside and a drainage ditch in each quadrant. The level upland landforms adjacent to the A.P.E. in each quadrant have been disturbed by logging. Inspection of the exposed surface in each quadrant found only one artifact, a prehistoric projectile point (31BF438) in the southwest quadrant. The surrounding area is so disturbed by logging that we are not sure whether this artifact is at or even near the location where it was originally deposited.
